Summary of Job Duties:

The Division Administrator is the senior administrative and financial authority in the Division for Academic Pathways and Workforce Partnerships (APWP). This person directs finance & budgeting, human resources, communications, strategic planning, as well as division operations. The Division Administrator serves as a strategic partner to the Vice Chancellor, providing day-to-day leadership and representing the APWP both within and outside of UAMS.


Qualifications:

Minimum Qualifications

  • Bachelor’s degree plus 6 years’ experience in budget, finance and human resource management
  • 6 years of experience in budget, finance management and human resource management

Preferred Qualifications

  • Master’s degree
  • 3 years of relevant experience in higher education finance and HR, preferably within UAMS
  • A thorough and comprehensive knowledge of UAMS policies and procedures, as well as a deep acquaintanceship with all UAMS colleges, institutes, as well as the integrated clinical enterprise.  Fluent in Workday, FFTA, TRACKS, nTracts


Additional Information:

Responsibilities

  • Responsible for the creation and management of all budgets falling under the division, including individual program budgets that cross multiple funds
  • Partners with program leaders to develop program budgets and tracks compliance; in the absence of a formal budgeting system devises an annual plan for the use and replenishment of Foundation funds
  • Develops a fund accounting system to ensure accountability and enable calculation of return on investment where appropriate
  • Develops consistent budgeting and financial management procedures and processes; performs regular financial forecasts
  • Calculates ROI and cost/impact analysis for the summer and other signature programs/incentives
  • Monitors cash handling procedures, performing internal audits as needed; negotiates & administers all grants and contracts held by the division
  • Reviews contracts and MOU’s with vendors and partners to ensure compliance with university’s policies
  • Coordinates with APWP staff to prepare required reports; functions as the principal approver for all purchasing, travel, and financial transactions
  • Fluent in SAP, FFTA, TRACKS, nTracts, plus any other division-held systems; responsible for all the activity of the division’s Foundation accounts.
  • Partners with the Vice Chancellor for the DAPWP to ensure the financial viability of the division by advising on funds use and financial forecasting and by developing both short- and long-term strategic plans
  • Oversees hiring, onboarding, and training for new staff; works with the UAMS Office of Human Resources to ensure division compliance with UAMS rules and policies
  •  Demonstrates proficiency in all Human Resources functions and systems and invests in continuing education to stay abreast of changes
  • Resolves facilities & IT problems as they arise; leads the division’s operations to include procurement, IT, facilities, human resources, and financial management
  • May supervise/oversee administrative support personnel as needed.
  • Active participant in the UAMS Administrative Council, HR Advisory Council, Grants Management Alumni Group, and other relevant UAMS bodies; advocate for the DAPWP across all UAMS divisions and missions
  • Performs other duties as assigned
