Job Description:
This position will serve as an Information Technology technician and liaison responsible for the whole of the business process/system components, to include ensuring Department systems comply with applicable state and federal guidance.
As a technician, be responsible for the requisition, configuration, implementation, administration and maintenance of workstations, software, applications and peripherals specific to the Department. This position will also provision DOR user accounts to ensure user access control adheres to the principle of least privilege.
As a project manager, will lead systems analysis and design; analyze business processes; confers with clients to determine business needs and requirements; strategizes with end users and application developers to determine the most effective software application solutions to meet business needs; and analyzes business system operation/function solutions for feasibility. Communicates with management to ensure agreement on system principles and relays business requirements to applications developers for the development of business process solutions.
Documents business system operation/functions and proposed changes/modifications; documents existing business processes and proposed modifications to existing business processes as well as appropriate business rules, policies, and standards; develops system specifications. Performs system testing, builds data test files and records results.
Requirements / Qualifications:
Minimum Qualifications: Experience in the analysis of business processes and system requirements, and the creation of business process solutions for large-scale business system applications.
Preferred Qualifications: A bachelor's degree or equivalent in computer science, information systems, business administration, related field; work experience can be substituted for education on a year-for-year basis; knowledge of IRS security guidelines and Nebraska Information Technology Commission Standards and Guidelines, configuration management and active directory and knowledge of Department of Revenue tax filing systems; tax and incentives programs; data analytics, data source understanding, and cybersecurity.
Knowledge Skills and Abilities:
Knowledge of: Personal computers and software; active directory, needs assessment techniques; system design and analysis; specification development and writing; instructional methods and training techniques, cybersecurity, project management, quality service standards; customer satisfaction evaluation techniques; principles and processes involved in business and organization planning, coordination, and execution; instructional methods and training techniques.
Skills in: Problem solving, information gathering; using logic and analysis to identify the strengths and weaknesses of different approaches; conducting tests to determine if systems/applications are operating as expected; preparing and coordinating work activities of project teams, and monitoring progress.
Ability to: effectively communicate information at an appropriate level; prepare and present reports; logically follow a given set of rules to arrange things or actions in a meaningful order; interacts with computers; analyzes data or information; obtains information needed to do the job; evaluates information against a set of standards and verifies that it is correct; documents/records information; organizes, plans, and prioritizes work.
