Position Summary
The Development Services Department is accepting applications for the full-time permanent position of Development Engineering Technologist. Reporting to the Manager, Development Engineering, this position is responsible for the technical engineering review of development applications including the preparation of conditions of development approval, coordinating the maintenance and assumption processes, issuance of associated permits, and providing customer service to development industry partners and residents.
Major Job Responsibilities
Technical Engineering Review
- Analyzes engineering designs of subdivisions and site plans in accordance with Town Engineering Standards
- Analyzes lot grading and drainage designs for permits under control of the Ontario Building Code and issues approval of the same to the Building Division.
- Performs technical review of design and construction drawings and various technical reports and recommends approval of the same.
- Prepares written memos and letters to the Planning Department and external development industry partners summarizing Development Engineering’s review of planning applications to recommend engineering approval and/or to request revisions to engineering designs.
- Coordinates the engineering approval process for subdivisions including internal submission circulation, coordinates design revisions from various internal and external development industry partners, ensures regulatory approvals/permits are obtained, reviews cost estimates, and assists with the preparation of conditions for inclusion in subdivision agreements.
- Provides conditions of approval for inclusion in site plan agreements.
- Assists with review of Draft Plan of Subdivision applications.
Customer Service
- Represents the Town at meetings with development industry partners, consultants, and regulatory agencies.
- Builds and maintains good working relationships with regulatory agencies and the development industry.
- Investigates engineering related concerns/complaints associated with development applications, recommends corrective action, and follows up until the matter is resolved.
- Provides expertise to other departments on engineering design issues.
Maintenance, Assumption, Securities, and Fees
- Coordinates the maintenance and assumption process for subdivisions and recommends approval of the same.
- Reviews and recommends approval of cost estimates and recommends reduction/release of securities for subdivisions following completion of the works.
- Reviews and approves cost estimates to establish security requirements for site plans and other various municipal permit processes.
- Calculates administration fees and security payments for site alteration, entrance, culvert, and road occupancy permits.
Site Alteration Permits
- Analyzes engineering design drawings for the above noted permit applications including liaison with permit applicant for revisions to the design.
- Coordinates submission requirements for the above noted permit applications including circulation internally and to regulatory agencies.
- Provides approval of Site Alteration Permits.
Other Duties
- Performs periodic site inspections of development sites, as needed, to resolve complaints.
- Provides input into the Town’s Engineering and Parks Standards Manual and internal processes and procedures and assists with updates to the same.
- Complies with all health and safety practices as it relates to the work, standard operating guidelines and the Occupational Health & Safety Act.
Education & Experience
- Three (3) year post-secondary diploma in Civil Engineering Technology or Civil/Environmental Engineering Technology.
- Three (3) years of municipal engineering review experience for development applications including preparation of conditions of approval.
- Certified Engineering Technologist (C.E.T.) designation in good standing with the Ontario Association of Certified Engineering Technologists and Technicians (OACETT)
- In depth knowledge of the planning and design of municipal infrastructure including background study review and construction estimating.
- Familiarity with Provincial, municipal and other relevant industry standards/policies and modern construction practices.
- Must possess a valid class “G” Ontario driver’s license with a satisfactory driving record; use of a personal vehicle.
