Northrop Grumman is currently seeking a Supply Chain Procurement Specialist 3. This position will be a 100% telecommuting role, which may require limited travel to our local United States locations. The position will support the Propulsion Systems & Control (PS&C) division reporting to our Elkton, Maryland office.
Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY and Palm Beach Gardens, FL.
Job Summary:
Sources and procures goods and services of a commodity nature from many suppliers. Initiates Requests for Quotations and Proposals and receives same, analyzing proposed pricing from potential suppliers. In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Works with internal customers to ensure specifications are appropriate for the services or products required. Identifies opportunities to reduce cost, improve efficiency and manage risk through targeted negotiations. Issues purchase orders. Manages performance of purchase orders, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Reviews and approves supplier payment as needed. Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.

Contract Structure & Business Terms
- Negotiate pricing using cost/price and best value analysis
- Negotiate to ensure terms and conditions address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification, and all other potential risk areas
- Ensure that terms and conditions have been properly flowed down from customer contracts to supplier contracts
- Establish and maintain formal agreements (Purchase Orders) with suppliers
- Incorporate customer or internal changes into the contract or PO
- Manages customer requirements and schedules
Financial Performance
- Track cost savings and cost avoidance
- Establish billing and payment terms including milestones; facilitate timely payment of invoices
- Ensure PO is within program budget and support EAC reductions
Compliance
- Apply Import/Export regulations such as ITAR, EAR, DDTC registration etc.
- Apply security regulations concerning vendor visits or sharing information.
- Apply government contract requirements such as FAR, DFAR, ISO, DCAA, SOX, etc. to appropriate agreements
- Supports auditing processes such as DCMA, CPSR etc.

Basic Qualifications:
- This position emphasized skills and experience. Must have 10 years of experience in supply chain. Will also consider a Bachelor’s degree or higher with 6 years or more of supply chain experience
- US Government experience (FAR/DFAR)
- Experience with ERP systems such as Deltek, Costpoint, or SAP
- Strong negotiator to achieve best value
- Proactive; self-directed; can take instruction and act
- Demonstrated success in developing tactical plans and carrying through to successful execution
- Must be a US citizen

Salary Range: $73,300.00 - $109,900.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
