The Government Affairs & Policy, Senior Manager in Spain is responsible for developing and executing strategies to shaping the environment related to healthcare policies and regulations in favor the company's interests. This role involves building and maintaining relationships with key government officials, policymakers, and other stakeholders. The Senior Manager will work closely with internal teams to align government affairs strategies with the company's business objectives and ensure compliance with relevant regulations.

Key responsibilities:

  • Develop and execute the Government Affairs strategy for BMS in Spain.
  • Identify and Monitor the institutions/initiatives on key policy issues and legislation affecting BMS.
  • Pharma-political horizon scanning in order to identify challenges and opportunities for BMS Spain
  • Build alliances and expand networks focused on reinforcing Evidence Based Policy approaches with key political stakeholders within government institutions and other organizations.
  • Business Alignment and Strategic Advice: Build strong relationships with internal business leaders that foster open communications and an understanding of a government's potential for impacting our business and the needs of internal clients.
  • Cross-functional alignment with the key functions (BUs, Public Affairs, Medical, Regulatory, Finance…) on identifying challenges and implementing projects for both Spain and Portugal.
  • Alignment and collaboration with the WW Government Affairs team.
  • Prepare internal reports for broad circulation within the organization on Policy/Government Affairs Issues.
  • Analysis and strategic thinking supporting the Market Access & Government Affairs Director: Understand healthcare systems and potential impact of systemic developments. Utilise strong strategic thinking capabilities to consider both short term and long-term implications on Policy actions. Anticipate and assess the consequences in terms of challenges & opportunities.
  • Support the Company by presenting to policy audiences evidence-based proposals in the areas of interest for BMS Spain & Portugal.
  • Excellence in coordination and execution with the international Market Access Team as a whole with a strong focus on field teams both the National Access and Strategic Value team and the Portuguese Market Access team.
  • Effectively convey complex national government regulations to the businesses and advise them on how to leverage that information to make effective strategic business decisions.

  • Regulatory Knowledge: In-depth understanding of national and regional healthcare regulations and policies.

Work experience

  • Qualified candidates should have a minimum of 8 years of experience: working with (and/or within) national governments and institutions, advanced understanding and leadership in healthcare policy developments, and government contacts.
  • Experience in working in Oncology, Hematology, Cardiovascular, Immunoscience is a plus
  • Experience in analyzing complex issues, utilizing strategic thinking and implementing tactical plans.
  • Working experience in the healthcare sector and with international
  • Working experience with WW teams
  • Experienced in stakeholder mapping and action planning. Feels comfortable working autonomously with good project management skills.

Knowledge:

  • Education in life sciences, health economics, political sciences or law preferable. Understanding of healthcare systems, including funding policies (P&R) in Spain and Portugal.
  • Mastery of governmental processes will be highly valued.
  • Having a good knowledge of the Spanish policy landscape and of its dimensions pertaining to healthcare in particular (i.e. institutions, policies, stakeholders, trends).
  • Existing political network and ideally knowledgeable in Market Access, Pricing and Reimbursement.
  • Political Acumen: Understanding of the political landscape and ability to navigate complex political environments.
  • Understanding of healthcare systems, HTA, including funding and reimbursement policies and digital health in shaping health outcomes.
  • Knowledge of the operations and issues associated with the pharmaceutical business model.
  • Languages: Fluency in English & Spanish written and spoken.
