We are looking for you to join our team as a Systems Engineering Manager based out of our Rancho Carmel or Spectrum Center locations in San Diego.
What You'll Get to Do:
The Functional manager will lead a team of engineers working within the San Diego Advanced Networking Systems Operating Unit (ANS OU). The successful candidate will lead direct report employees based on organizational goals, program activity, and company policies. Specific responsibilities include coordinating with programs for staffing, recruiting, training, preparing and delivering performance reviews to employees, evaluating/recommending employees for promotions, evaluating salaries and coordinating with Human Resources on potential adjustments, assisting employees in preparing performance goals, providing career guidance to employees and counseling employees on their performance as necessary as well as working to refine the hardware development process and tools utilized for program excellence and design assurance. Also, the manager is responsible for periodic review and update of SEIT (Systems Engineering Integration and Test) process documents and support of AS9100 and CMMI audits. Program Execution and Engineering Excellence are our driving forces.
The qualified candidate shall also be a technical performer, working approximately 80% directly on programs involving ANS OU systems, representing our Engineering and Sciences organization in the OU. Programs covered by this OU are Triton, Sentinel, C3 Systems, and S&TN (Strategic & Tactical Networks) Systems. Experience with mentoring and people management is highly desirable.
The Manager will support and be accountable for goals including:

- Performance management: on an ongoing basis engage with staff to identify growth opportunities, deficiencies, appropriate training, etc. Execute to the Enterprise review cycle. Manage compensation and career progression
- Create and maintain forward-looking processes which align to strategic goals.
- Facilitate/mediate in conflict resolution matters.
- Responsible for the engineering process development, continuous improvement, and affordability initiatives within the various systems assigned to the candidate.
- Serves as the management liaison to program management, customers, operations, and other functional groups.
- Collaborates with all functional organizations to resolve engineering conflicts with a multiple disciplined maintenance community.
- Oversight of cost, schedule, and technical quality for field execution on supported programs, to include functional reviews for major milestone events (SRR, PDR, CDR, TRR, etc.) and proposals as applicable.
- Provide employee training and identifying necessary skills for program execution; managing employee performance reviews; and leading multitude of functional management processes.
- Recruiting new talent to fulfill staffing commitments.
Basic Qualifications:
- Bachelor's Degree in STEM field related 8 years of experience, and direct experience in the field of Systems Engineering and/or System Integration and Test; Master's Degree with 6 years of experience, and direct experience in the field of Systems Engineering and/or System Integration and Test
- Previous direct or indirect experience as a functional manager or technical team leader.
- Candidate must have knowledge of engineering process, be proficient in process development as well as functional organization aspects.
- High proficiency in technical problem solving, to include root cause analysis, solution development, implementation, and monitoring
- Must have active/current DoD Secret Clearance.
Preferred Qualifications:
- Candidate should have hands on experience with DoD Communications Systems
- Candidate should have direct supervisory experience and/or significant team leadership (IPT lead).
- Experience with management of direct-report technical employees
- Familiarity with EVMS Reporting and CAM responsibilities.
- Familiarity with other organizational functions such as supply chain, procurement, logistics, and mission assurance
- Solid understanding of engineering process with execution experience
- Experience with leading Agile software development
Salary Range: $151,900.00 - $227,900.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
