TITLE: Victim Services Support Specialist ISA I-C

LOCATION: USPIS – Washington DC

SECURITY CLEARANCE: Moderate Background Investigation (MBI)  

SCHEDULE: Due to the nature of law enforcement work and operation, position may require occasional support outside of core working hours, as well as intermittent weekend support, mission dependent.

About the Role

Victim Services Support Specialist supports Inspection Service Fraud and Mail Theft Prevention and Investigative efforts.

What you will do: 

Victim Coordination and Assistance

Initiate contact with victims to obtain their cooperation in resolving suspect fraud mailings. Provide support and advice to resolve financial and logistical issues associated with being a victim of crime. This includes but is not limited to: referrals for victim services such as counseling and support groups, assistance with crime victim compensation applications, providing restitution information, coordinating the USPIS verification of victimization for state compensation program officials, transition of victim assistance responsibilities to the United States Attorney, Victim-Witness Coordinator following indictment.

Planning and Preparation

Complete assigned tasks to ensure completion within required time frames to support the criminal or civil investigation, as appropriate; assist Postal Inspectors with developing intelligence for criminal investigations; prepare initial investigative research; compile basic background information to include, but not limited to, researching all pertinent records and other data.

Reporting Responsibilities

Responsible for documenting and reporting interactions and conversations with victims.  Generating reports that present clear and concise representations of the information gathered; and disseminating information as required by the assigned task(s).

Expected Performance, Outcomes and Timelines:

Complete and deliver all assignments and work product in a timely manner.

Minimum Qualifications & Skills:

  • Bachelor's degree from an accredited college or university in behavioral or social science, or a discipline related to the victim assistance field, including but not limited to: Criminal Justice, Social Work, Counseling, Human Services, or Psychology is desired.
  • Minimum of 5 years work experience, preferably in the field(s) of Victim Services or Social Work.  
  • Knowledge of community resources and agencies that serve victims of crime;
  • Ability to establish and maintain effective working relationships with other professionals, federal, state, and local agencies, victims, attorneys, law enforcement agents, and representatives from non-governmental service agencies;
  • Experience providing Victim Services desired in support of civil and/or criminal investigations desired.
  • Ability to converse with potential elderly victims telephonically. 
  • Ability to communicate orally and in writing sufficient to express thoughts and ideas to a variety of people;
  • Proficiency conducting research on the internet and commercial as well as public databases;
  • Ability to work with minimal direct supervision;
  • Experience supporting the preparation of a final work product;
  • Proficiency with Microsoft Excel, Access, Word, Teams, and SharePoint. 

Clearance:

Security Requirements/Background Investigation Requirements: 

  • Must be a U.S Citizen or Legal Permanent Resident.
  • Favorable credit check for all cleared positions 
  • Successfully passing a background investigation including drug screening.

  • Standing/Walking/Mobility:  Must have mobility to attend meetings with other managers and employees. Standing for prolonged and extended periods of time.
  • Climbing/Stooping/Kneeling:  0% - 10% of the time.
  • Lifting/Pulling/Pushing:  0% - 10% of the time.
  • Fingering/Grasping/Feeling:  Must be able to write, type and use a telephone system 100% of the time.
  • Sitting:  Sitting for prolonged and extended periods of time.
