The Engineering Hub Function leads technical cross-functional activities from the entire "Woven City" perspective. It creates policies and supports service development from quality management.
Our team, as one of the sub-Function of Engineering Hub, supports internal developers in terms of legal and regulatory compliance and acquiring certificates from governments. We make policies and guidelines for this process, advise developers, and work together with designers and operators for better products with accountability to stakeholders.

We are seeking talented people to join us as we take on new challenges to create new products and services for the Toyota Woven City.

WHO ARE WE LOOKING FOR?
We are looking for an experienced specialist in the field of regulations and certifications to be the responsible person for our compliance and internal assessment of novel services for use in the city, for which a lot of regulatory requirements (incl. local regulations of prefectures and cities), standards and relevant guidelines could be applicable. You will define policies and processes to investigate those requirements to be applicable, to guide our engineering teams to satisfy them, to review their compliance of hardware and software development and operational matters, to support acquiring certificates from governments, to report status to Leadership (such as executive members of the company), and to identify and implement process improvements (note that we are not in the legal department, although we work with the them and external attorneys as necessary).  You will establish yourself as a specialist and help to solve ambiguous and complex questions. As we are planning and developing a wide range of business areas under the banner of 'Expanding Mobility', you can expect to gain knowledge and experience in a wide variety of laws and regulations and certifications (mechanical, electrical and electronic, data, financial, public health, etc.) and to have opportunities to think about what will be the reasonable regulations in the development of new businesses.

Your contributions will span the entire product design lifecycle, from conception to design, production and maintenance.  You will direct compliance testing, risk assessment, and certification activities for the launch of Woven City in Japan.

This position will report to the lead or the sub-lead of Regulatory Compliance, Engineering Hub.

RESPONSIBILITIES
・Investigate applicable regulations and standards (incl. coming updates and/or modifications of requirements) for our products, in collaboration with our legal department and external attorneys or relevant specialists as necessary
  ◻︎As mentioned above, our company is working in a variety of business areas, so it is necessary to confirm applicable laws and regulations without any shortage, even for areas where the Toyota Group is new to the market.
・Support our engineering teams to develop products to meet applicable requirements (especially, propose concrete, reasonable and effective solutions) with documentations demonstrating compliance
  ◻︎ Confirmation and review of requirements according to development phase to ensure smooth product development
  ◻︎ Resolution of Inquiries and issues during product development (such as interpretation of regulatory requirements, consideration of necessary specifications and preparations, confirmation with administrative agencies, etc.)
   ◻︎ Implementation of systems and processes to enable engineers to proceed with development without hesitation and to deliver safe and secure products to the society, and promotion of training and communication measures for their establishment
・Discuss applicability of regulations, interpretations of regulatory languages, necessary documents to be prepared for certifications, etc. with national ministries and agencies, local governments, inspection bodies
・Manage and engage team staffs to be responsible and accountable for our activities as the Toyota group entity, and lead the organization and the company

MINIMUM QUALIFICATIONS
・7+ years of work experience (or equivalent skills) with regulatory compliance and certifications of product development (regardless of its field: hardware, software, business scheme, operational things, etc.), such as:
  ◻︎ Rulemaking and external affairs for product safety, environmental standards, or obligations of businesses with other companies in the industry and related ministries. 
  ◻︎ Making reasonable interpretations for ambiguous regulatory languages and discussions with authorities.
  ◻︎ Developing management systems for product engineering to meet regulatory requirements and documenting evidence of their compliance in a timely manner.
  ◻︎ Raising awareness on the importance of compliance for employees.
  ◻︎ Preparing documents for applying regulatory certificates to be submitted to governments and inspection bodies
・Attitude to make efforts to understand Toyota's culture and its background history.
・Attitude to humbly learn unfamiliar things (e.g., no experience on a certain law) necessary to accomplish our accountability
・Flexibility and tenacity to deal with diverse decision-making mechanisms and logic.
・Flexibility to adapt to rapidly changing environments. 
・At least business level English skill (Speaking/Reading/Writing) and fluent in Japanese, at least ability to understand and explain Japanese laws.

NICE TO HAVES
・Qualifications related to Japanese laws and regulations such as lawyer, judicial scrivener, administrative scrivener, business practice law examination, etc.
・Experience in understanding and implementing industry standards for risk assessment and functional safety, such as ISO 9000 series, ISO/IEC Guide 51, ISO 12100 and IEC 61508
・Experience on foreign regulations and certifications as well as Japanese ones
・Experience in public sector affiliations or inspection bodies
・Experience of hardware and/or software development
