The Opportunity
Provide Subject Matter Expert (SME) level project management support to oversee coordination efforts with NCIA and with US organizations, as well as manage daily tasks of SPOC contractor support.
Responsibilities
The Contractor duties shall include:
Program Analyst
Provide SME level support to the SPOC PM in the design, development, and implementation of US AFN with existing and new requirements from US organizations. The Contractor shall have a background and qualifications to support and optimize the US AFN infrastructure and systems used by NATO. The Contractor shall provide strategic planning, analyzing, designing, and implementing solutions to improve operational efficiency ensuring a secure and effective US AFN program. The Contractor shall perform the following:
- System Analysis and Optimization: Analyze existing NATO and DOD IT systems and processes within the AFN and identify areas for improvement, as well as proposed solutions to enhance efficiency and effectiveness of existing NNGs WRT NATO transport.
- Data Management: Oversee the collection, storage, and analysis of data related to NNG operations. Ensure data integrity and security and develop tools for data reporting and visualization.
- Technical Support: Provide technical support and troubleshooting for IT systems and applications used within the SPOC. Collaborate with IT teams to resolve issues and implement enhancements.
- Compliance and Security: Ensure all IT systems and processes comply with DOD and NATO standards and security protocols. Conduct regular audits and risk assessments to identify and mitigate potential vulnerabilities.
- Documentation and Training: Develop and maintain comprehensive documentation for IT systems and processes. Provide training and support to staff on the use of IT tools and systems.
- Stakeholder Communication: Serve as a liaison between IT teams, transport personnel, and other stakeholders. Facilitate clear and effective communication to ensure alignment on goals and expectations.
Risk Management
- Identify, assess, and prioritize project risks following the “RIO Management Guide” and the “DoD MPE Executive Agent Risk Reporting Matrix and Criteria.”
- Develop mitigation strategies and contingency plans for identified risks.
- Implement risk identification methodologies and maintain a risk register.
- Regularly review/update the risk management plan to address new and emerging risks.
Communication and Reporting
- Provide regular project updates to stakeholders through status reports, meetings, and presentations.
- Facilitate communication among project team members and stakeholders to ensure transparency and alignment.
- Ensure reports include executive summaries, resource management, schedule management, risk matrix, and detailed performance/security metrics
Qualifications
Required
Project Coordination and Oversight
- Have an Active TS Clearance
- Pass TESA: Have either a BA/BS +3 yrs. recent specialized or AA/AS +7 yrs. recent specialized or a major cert + 7 yrs. recent specialized or 11 years of recent specialized.
- Manage all projects IAW C.5.2.2.25.
- Develop and manage the project plan, including schedule, resources, and milestones.
- Coordinate with stakeholders to ensure project requirements are met.
- Monitor project progress and adjust plans as necessary to ensure timely completion.
- Implement the risk management process as outlined in the “RIO Management Guide” and the “DoD MPE Executive Agent Risk Reporting Matrix and Criteria.”
- Communicate with US NNG service providers and US organizational POCs to establish a schedule of migration.
- Carry out daily tasks required for SPOC stand-up and support.

The proposed salary range for this position is:
$81,200 - 170,600 USD
