SUMMARY
The Technology Services Officer (TSO) – Enterprise Applications provides management oversight, technology strategy and operational performance for enterprise applications as part of the Innovation & Technology Department. Responsibilities include consulting with client departmental leadership to understand and achieve strategic business objectives, ensuring alignment of technology initiatives with approved strategies and standards, managing budgets, developing, and adhering to technology governance, and participating in or overseeing the procurement of application technology in accordance with City requirements.
ESSENTIAL DUTIES & RESPONSIBILITIES
• Develops IT strategy and business plans for enterprise applications to align and support citywide and department-specific business objectives
• Responsibility for large-scale, complex projects delivering system conversion, enhancement and upgrade deliverables involving ERP vendor SaaS solutions
• Develops plans for applications platform evolution, upgrade and/or enhancement, operations, and maintenance
• Identifies changes and trends in application platforms, and interprets their meaning to business stakeholders
• Drives innovation and strategic solutions by providing value propositions to business stakeholders
• Sponsors strategic technology projects
• Reviews and approves project scope, schedule, budget, and quality metrics
• Establishes service level agreements and metrics
• Functions as business partner
• Builds business relationships with stakeholder representatives and frequently interacts with business stakeholders to discuss technology services and assess customer satisfaction
• Leads one or more application organization(s), which may include enterprise resource planning (ERP), data management, and other enterprise applications
• Accomplishes business results by aligning technical staff goals to business plan objectives
• Manage compilation of schedule, status, and metric updates at project and team levels; report appropriately to all levels of governance including executive.
SUPERVISORY RESPONSIBILITIES
Work requires managing and monitoring work performance of an organization level unit, often through the oversight of multiple subordinate managers or key functions including, evaluating program/work objectives and effectiveness, establishing broad organization level goals, and realigning work and staffing assignments that span multiple departments.

Communications and discussions result in decisions regarding policy development and implementation. Interaction with others outside City of Charlotte requires exercising participative management skills that support team efforts and quality processes. FISCAL RESPONSIBILITY
• Position has major fiscal responsibility. Is responsible for division-wide financial decisions. Assures that appropriate linkages exist between budget requests and departmental goals and objectives. Monitors budget plan and adjusts as necessary.
• Financial management with annual budgeting and short-term/long-term forecasting.
MINIMUM QUALIFICATIONS
Required Education and Experience
Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or a related field and nine (9)+ years of experience in all facets of information technology support and strategic planning, including prior supervisory experience as well as knowledge of budget development and administration or any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities.

CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
