Northrop Grumman is seeking an experienced Principal International Trade Compliance Analyst or Senior Principal International Trade Compliance Analyst for its location in Rocket Center, WV. This position will report to the Manager of International Trade Compliance (“ITC”) of Missile Products (“MP”) Business Unit. This position can be based out of Rocket Center, WV; Plymouth, MN; McLean, VA; or Linthicum, MD. This position can also support a full time teleworker.
Position Description:
The successful candidate will have solid work experience in the defense industry with past work experience in the areas of contracting, international trade and/or legal. The position will be responsible for integrating export/import regulations into business processes; applying for all DDTC, BIS and BATFE licenses and ensuring legal compliance to maximize business outcomes for MP's Rocket Center Organizational Unit and others as assigned.
This requisition may be filled at a higher grade based on qualifications listed below.
Specific areas of responsibilities include:
- Working within the Rocket Center Organizational Unit and across organizational boundaries (Division, Sector, and Corporate) with the assistance of the MP ITC Manager to understand the strategic market direction, identify the unique business challenges, and navigate the complex import/export implications.
- Working under limited general direction from the MP ITC Manager and the market segment. Defining objectives, assignments, and priorities based on top-level strategic objectives.
- Managing the portfolio of Rocket Center Organizational Unit export licenses and supporting the MP ITC manager in representing the Business Unit within the Weapons System Division towards licensing execution excellence and continuous improvement.
- Preparing and submitting all license and agreement requests required by the business unit and implements all approved authorizations.
- Interpreting government regulations including the Arms Export Control Act (ACEA), the International Traffic in Arms Regulations (ITAR), Export Administration Act (EAA), Export Administration Regulations (EAR), Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) National Firearms Act (NFA) and Gun Control Act (GCA), Anti-boycott Regulations and the Office of Defense Trade Controls and U.S. Customs Service agencies.
- Preparing licensing/agreement internal control plans and conducting proviso reviews.
- Ensuring export and import recordkeeping and reporting requirements are fully met.
- Performing compliance self-assessment audits and implementation of corrective actions.
- Reviewing and approves data exports and international shipping authorizations, and ensures proper AES filings.
- Interpreting technical procedures, jurisdictional application of governmental regulations and works collaboratively with Business Unit Management, Supply Chain Management, Program Management, Contract Management and Business Development teams to deliver solutions to international programs and strategies.
- Assisting with investigations on export/import suspected violations and preparing documentation if in fact a violation has occurred and developing and implementing corrective actions.
- Making formal presentations in meetings, training environments and responding to questions from management, employees, customers and vendors related to export/import compliance.
- With the assistance of MP ITC Manager, Weapons Systems Division ITC Manager and Defense Systems Sector Compliance Manager is able to assist with export/import compliance issues with internal and external customers to resolve issues in a win/win manner while ensuring compliance with all legal regulations.
Basic Qualifications for a Principal Int'l Trade Compliance Analyst 3
Experience Requirements:
- BS degree and five plus years' experience in export/import licensing and/or compliance in relevant field (e.g. Trade Compliance, Contracts, Legal, Program Management, etc.); OR MS degree and three plus years’ experience in export/import licensing and/or compliance in relevant field (e.g. Trade Compliance, Contracts, Legal, Program Management, etc.); or high school degree and nine plus years’ experience in export/import licensing and/or compliance in relevant field (e.g. Trade Compliance, Contracts, Legal, Program Management, etc.)
- Knowledge of ITAR, EAR, BATFE and other US Government Regulations
- Ability to travel domestic and international (<15%)
- Ability to obtain and maintain Secret security clearance
Experience Preferred:
- Advanced degree and/or Aerospace or Defense industry experience
- Proficient in the use of the OCR EASE Software
- Active Security Clearance

Experience Requirements:
- BS degree and eight plus years’ experience in export/import licensing and/or compliance in relevant field (e.g. Trade Compliance, Contracts, Legal, Program Management, etc.); or MS degree and six plus years’ experience in export/import licensing and/or compliance in relevant field (e.g. Trade Compliance, Contracts, Legal, Program Management, etc.); or high school degree and 12 plus years’ experience in export/import licensing and/or compliance in relevant field (e.g. Trade Compliance, Contracts, Legal, Program Management, etc.)
- Knowledge of ITAR, EAR, BATFE and other US Government Regulations
- Ability to travel domestic and international (<15%)
- Ability to obtain and maintain a Secret security clearance
Experience Preferred:
- Advanced degree and/or Aerospace or Defense industry experience
- Proficient in the use of the OCR EASE Software
- Security Clearance or ability to obtain one

Salary Range: $76,600.00 - $133,100.00Salary Range 2: $95,000.00 - $164,900.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
