Essential Job Statements
Collaborate with internal teams to negotiate complex healthcare business transactions that satisfy the organization’s business objectives, mitigate risks, and are compliant with law and policy.
Advise on federal and state laws, including but not limited to fraud and abuse (i.e., Anti-kickback, Stark, Civil Monetary Penalties Law, False Claims Act), HIPAA/HITECH, No Surprises Act, Information Blocking Rule of the 21st Century Cures Act, EMTALA, and other laws governing healthcare transactions, virtual care, compliance, privacy, reimbursement, licensure, and accreditation.
Advise and provide counsel to internal teams on legal issues related to healthcare transactions, data governance and analytics, professional services arrangements, reimbursement, digital health technologies, artificial intelligence, and value-based models such as clinically integrated networks and accountable care organizations.
Support internal teams with defining and enhancing processes surrounding complex corporate healthcare organizational structures such as research and academic affiliations, clinical joint ventures, professional services arrangements, and other third-party relationships that support our tripartite mission.
Maintain a working knowledge of the corporate practice of medicine and support effective governance practices among VCU Health System and its affiliates.
Foster relationships, educate, and provide legal support to internal teams across VCU Health System to strengthen management of VCU Health System’s business functions and transactions with third parties.
Keep informed of industry-specific laws, regulations, and trends; ensure that appropriate risk management strategies are in place.

Education Required: Juris Doctor or equivalent degree from a law school accredited by the American Bar Association.

Minimum Qualifications
Years and Type of Required Experience:
A minimum of 5 years of legal work experience with a law firm or in-house legal department, preferably performing legal services for healthcare organizations.

Excellent contract drafting and negotiation skills.
Excellent written and verbal communication skills.
Highly developed analytical legal skills.
Effective management of a complex and high-volume portfolio of projects.
