This Manager leads the Common Services team responsible for delivering and supporting shared technology capabilities that enable consistency, reliability, and efficiency across IT services and solutions. Oversees the planning, development, administration, and continuous improvement of common platforms, tools, and frameworks used across multiple IT delivery teams. Ensures these shared services operate effectively, align with enterprise standards, and meet the needs of internal technology stakeholders. Partners with architecture, security, infrastructure and engineering teams to support reuse, reduce duplication, and improve cohesion across the technology ecosystem.

Location: preference for flexible hybrid location (onsite Meridian Idaho campus, and local work-from-home); there may be opportunity for fully remote work within a mutually acceptable location. #LI-Hybrid

Required Education: Bachelor’s Degree, or equivalent international degree in Computer Science, Information Science, Electrical Engineering, or other IT-related field of study; or equivalent work experience (Two years’ relevant work experience is equivalent to one-year college).

Required Experience: 7/+ years’ related IT experience, which should also include leadership and/or mentoring experience.

Your day may look like:

  • Oversees the delivery, operation, and support of shared platforms, tools, and services that are used broadly across IT teams.

  • Develops and maintains standardized frameworks, guidelines, patterns, policies, procedures and/or processes that improve consistency and scalability across technology solutions.

  • Ensures Common Services platforms and tools are reliable, well‑supported, documented, and aligned with enterprise architecture guidelines.

  • Collaborates with architecture, cybersecurity, infrastructure, application and delivery teams to ensure shared services meet cross‑team needs and integrate effectively into the broader technology environment.

  • Leads the evaluation and adoption of tools and capabilities that improve operational efficiency, developer experience, service reliability, and standardization.

  • Defines service expectations, performance measures, and operational workflows for Common Services to ensure predictable, high‑quality service delivery.

  • Guides the team in planning and executing upgrades, enhancements, and continuous improvements to shared tools and platforms.

  • Drives standardization and reuse across IT by promoting common services, shared components, and consistent approaches to technology delivery.

  • Leads and organizes Centers of Excellence (CoEs), Communities of Practice (CoPs), or similar groups to promote best practices and drive adoption and maturity of development practices across the organization.

  • Defines and executes structured training methodologies for teams adopting new technologies or capabilities supported by Common Services, ensuring consistent onboarding, enablement, and knowledge transfer.

  • Communicates changes, impacts, and service updates to technology partners, ensuring transparency and strong alignment with IT goals.

  • Ensures operational practices support compliance with security, audit, and organizational policies.

As of the date of this posting, a good faith estimate of the current pay range is: $131,541 - $197,311. The position is eligible for an annual incentive bonus (variable depending on company and employee performance). The pay range for this position takes into account a wide range of factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, internal equity, geography, business or organizational needs, and alignment with market data. At Blue Cross of Idaho, it is not typical for an individual to be hired at or near the top range for the position. Compensation decisions are dependent on factors and circumstances at the time of offer.
