Oregon Housing and Community Services (OHCS) is searching for Senior Weatherization Compliance Specialist to fill a key position with our Energy Services Section.  This position serves as a senior technical resource within the Energy Services Section, providing guidance, mentoring, and support to Compliance Specialist 2 (CS2) staff while actively participating in the monitoring and oversight of weatherization subgrantees across the state. • This position is permanent, full-time, and represented by SEIU.

WHAT YOU WILL DO

The person in this position will work collaboratively with the Weatherization (WX) Unit to identify needs for improvement in sub-grantee program capacity, training, ensuring statewide program quality and consistency, adherence to multiple funders’ program specifications, rules and regulations. Monitoring for sub-grantee quality assurance and grant compliance is an essential function of this position. This position administers quality assurance policies and procedures to ensure consistent, accurate and timely performance and reporting of performance standards.

This position identifies and provides external training and technical assistance for effective program delivery through OHCS sub-grantee service delivery system for state and federally funded weatherization programs.

The position interprets appropriate rules and regulations and provides weatherization partners with constructive feedback on program delivery and compliance.

The person in this position will have daily contact with sub-grantees statewide as well as regular communication with national and state funders.

 

 

MINIMUM QUALIFICATIONS

Five years’ experience doing administrative research that includes compiling and evaluating facts to recommend management action or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level.

• Environment Protection Agency Lead Renovator Certification (Renew every 5 years)
• Home Energy Professional Quality Control Inspector Certification (Continuing Education)
• Home Energy Professional Energy Auditor Certification (Continuing Education)

• Experience managing and implementing the technical aspects of a residential energy conversation program.
• Experience developing, implementing and evaluating comprehensive training programs.
• Ability to develop programs best practices, priorities and strategies including program modifications.
• Capable of facilitating stakeholder discussions related to federal grants and the weatherization program.
• Experience using the following weatherization tools and equipment: Blower Door, Duct Blaster, Infrared Camera, Combustion Analyzer, Temperature Gauges, Manometers, and Flow Hoods.
• Proficient in the use and operation of REM Lite or equivalent energy analysis software.
• Excellent time management and organizational skills
• Experience promoting diversity, equity and inclusion principles and practices in the workplace.

HOUSING STABILIZATION DIVISION (HSD)

OHCS’s Housing Stabilization Division (HSD) provides critical statewide services addressing homelessness, housing stabilization, and energy and climate resilience for Oregonians with low incomes. HSD also administers the statewide data repository supporting accountable and effective funding and program design. Through a network of providers, including Community Action Agencies, local governmental and community-based planning groups, and community-based and culturally responsive organizations, HSD provides funding for shelter, re-housing support, rent assistance, energy assistance, and supports community service connections to critical needs for health care, education, and nutritious food. Recognizing the need to address root causes, the Housing Stabilization Division seeks to honor tribal sovereignty advance racial equity, and deploy a human-centered, wraparound approach toward a vision that all Oregonians will have equitable and inclusive access to safe and affordable housing and energy resources ensuring that any experience of housing instability will be rare, brief, and nonrecurring.

 

Energy Services Section (ESS)

The Energy Services Section of the Housing Stabilization Division addresses basic needs to help Oregonians achieve housing stability. The Section manages state and federal resources that mitigate high energy costs, address health and safety risks, and improve energy efficiency in the homes of low-income Oregonians. Through a network of community action agencies, utility companies, and community partners, services include utility bill payment assistance and weatherization services, such as health and safety improvements, heating system repair and replacement, energy conservation services, and energy conservation education. These critical services encourage improved health and safety and improved housing stabilization.
