ROLE OVERVIEW:

This pivotal role based in Oslo, Norway is your chance to lead PRA and help build Lilly's reputation as the go-to partner in Norway’s healthcare, focussing on cardiometabolic health (CMH). You will leverage your deep understanding of the external environment and therapeutic area to craft the ultimate pricing, reimbursement, and access strategies.

Your responsibilities will include developing strategic initiatives, creating payer materials, driving reimbursement dossiers, and serving as a technical expert on DMP and reimbursement processes to maximize patient access. You will lead payer strategy implementation, monitor programme impact, and achieve national access targets.

Success in this role requires seamless collaboration within the CMH PRA team and cross-functional teamwork with marketing, medical, sales, regulatory, ethics & compliance, and international teams.

KEY RESPONSIBILITIES INCLUDE:

Environmental Knowledge

  • Master the Landscape: Understand Norwegian healthcare, policy, patient pathways, and purchaser/provider interface for CMH.
  • Shape the Market: Engage stakeholders to influence policy, reimbursement, and access aligned with brand objectives.
  • Anticipate Future Needs: Identify and anticipate future payer needs and constraints impacting CMH.
  • Bring External Insights In: Provide relevant intelligence from external environment and international markets and turn it into actionable insight.

PRA Strategy

  • Take Full Ownership: Lead PRA strategy and implement a national access and commercial plan to accelerate reach and scale.
  • Implement Pricing Strategies: Oversee pricing strategy, design, and execution for your brands, including tender strategies for relevant brands. Collaborate closely with the Pricing and Commercial teams to develop and drive business cases and secure necessary approvals.
  • Collaborate for Success: Work with regulatory, medical, and PRA teams to lead the Norwegian reimbursement strategy, and manage vendors; ensure timely, compliant submissions to HTA bodies and use best practices to help shape the environment for innovation.
  • Develop Strategic Collaborations: Define value proposition, payer strategy, and access objectives with cross-functional teams.
  • Influence and Integrate: Incorporate payer and market access factors into forecasts and annual plans.

Leading PRA Efforts

  • Lead Strategic Planning: Drive PRA components in planning and tactics for payer customers.
  • Ensure Seamless Cross-Functional Work: Coordinate with global and IBU PRA teams to ensure strategic and operational alignment.

ESSENTIAL REQUIREMENTS:

  • Experience working in Market Access
  • Good existing knowledge of the Norwegian system and processes
  • Previous experience developing high-quality reimbursement dossiers and technical documentation for external agencies
  • Knowledge of HTA processes
  • Ability to synthesise large volumes of information with attention to detail to drive actionable insight, data-driven decisions, and clear priorities
  • Strong track record of implementation, including prioritisation and time-management skills
  • Native level of Norwegian language skills and a high level of English, both written and verbal

ADDITIONAL SKILLS & PREFERENCES:

  • Previous experience working within cardiometabolic health
  • Previous DMP (or equivalent international bodies such as NICE) or industry experience
  • Experience in medical, medical writing, drug surveillance, regulatory activities, or allied areas
  • Drive for excellence and impact, with confidence and willingness to take on new challenges and manage multiple projects
  • Exposure to or experience in multichannel engagement practices
  • Understanding of certification requirements and processes
  • Knowledge of Veeva Vault PromoMats
