About the role

As the Senior Manager, Network Analytics, you will be responsible for evaluating and enhancing network performance through rigorous data analysis to ensure cost-effective and high-quality care for our members. You will focus on analyzing network-related performance trends to shape network and reimbursement strategies, and develop playbooks to optimize network performance and efficiency.

The Senior Manager, Network Analytics, works with key stakeholders across Finance, Market P&L and Provider Network to strategize, implement, and manage innovative solutions aimed at lowering overall cost-of-care and improving healthcare outcomes. This position requires frequent interaction with senior management and executives across the organization, to align the team's effort with the right strategic business needs.

You will report to the Senior Director, Data Analytics.

Pay Transparency:

The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $144,000 - $189,000 per year. The base pay for this role in all other locations is: $129,600 - $170,100 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program, and annual performance bonuses.

Responsibilities

  • Serve as the data lead for Oscar's network and reimbursement design strategies from a financial modeling and analytic perspective
  • Develop and manage the roadmap for network analytics roadmap, capturing the range of network and contracting strategies designed to optimize our network
  • Build, maintain, and enhance KPI frameworks to closely monitor network performance and cost outliers and proactively detect emerging signals
  • Leverage creative problem-solving and technical expertise to shape and scope new network affordability opportunities
  • Measure and monitor the outcomes of network optimization initiatives, including return on investment quantification
  • Oversee the build and design of models that track network performance to inform actual versus expected performance, and pricing and budget inputs
  • Use data to tell a story that non-technical colleagues will be able to understand, including packaging and presenting findings in a clear, concise and compelling manner
  • Leads and manages a small team of data scientists and/or analysts
  • Compliance with all applicable laws and regulations
  • Other duties as assigned

Qualifications

  • Bachelor's degree in STEM field or data science, or 4 years commensurate experience
  • 6+ years experience in healthcare, finance or the insurance industry
  • 4+ years experience in SQL, with the ability to filter, aggregate, and build CTEs, or proficiency in R or Python, including experience with Pandas, for loops, and statistical tests
  • 4+ years of technical work experience using analytical tools and writing analytical reports
  • 4+ years demonstrated ability to work with large datasets and distill analyses into relevant insights with a structured and systematic thought process
  • Strong verbal and written communication skills with leadership around business reporting impact and requirements
  • 1+ years of people management experience

Bonus Points

  • MBA or MS or equivalent advanced healthcare experience
  • Experience with growth-stage enterprises
  • 4+ years of experience in preparing healthcare analytics and reporting
  • 4+ years of experience developing dashboards and working with Looker or other business intelligence/data visualization tools
  • Strong familiarity with ACA-specific healthcare laws, regulations, and compliance requirements.

Pay Transparency:  Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience.
