Introduction aux principaux champs de compétence législative du Parlement et des assemblées législatives des provinces. Principes et méthodes applicables à la résolution des litiges en matière de partage des compétences législatives (principes de l’exclusivité et de l’exhaustivité des compétences; principes du fédéralisme coopératif, de la subsidiarité et de l’interprétation coordonnée des compétences; doctrines du caractère véritable des lois, des pouvoirs accessoires, de l’exclusivité des compétences et de la prépondérance fédérale; pouvoir d’urgence et doctrine de l’intérêt national).
