Position Purpose:
The Assistant Manager - Payroll & Benefits position is to act as a subject matter expert responsible and accountable for managing all payroll processes, ensuring compliance with applicable federal, state, and local payroll regulations. This position is also responsible for overseeing the preparation, and disbursement of all payroll outputs. The Assistant Payroll Manager will partner closely with internal stakeholders including finance/accounting, human resources, and company employees to disseminate payroll information accurately and according to schedule.

Job Requirements:

Payroll Operations (PH)

  • Manage end-to-end payroll processing (semi-monthly/bi-monthly), including base pay, overtime, allowances, bonuses, commissions, and 13th-month pay.
  • Ensure accurate computation and statutory compliance for:
    BIR withholding tax (TRAIN/CREATE as applicable), annualization, Alphalist, BIR Forms (e.g., 1601-C, 2316, 2310 where applicable).
  • SSS, PhilHealth, and Pag-IBIG contributions, loans, and reconciliations.
  • DOLE compliance (holiday pay, rest day pay, night differential, minimum wage by region, service incentive leave, final pay timelines).
  • Oversee government remittances and report filings on time; handle audits and queries from regulatory agencies.
  • Maintain payroll master data (HCM/HRIS), timekeeping integrations, and change controls (new hires, terminations, transfers, salary changes).
  • Lead vendor management for payroll systems, timekeeping, and statutory portals (e.g., BIR eFPS/eBIRForms, SSS/PHIC/HDMF).
  • Safeguard data privacy and payroll controls (segregation of duties, approvals, audit trails, access management) per the Data Privacy Act.
  • Respond to, and resolve payroll disputes. Minimize and avoid payroll errors and disputes by implementing continuous improvement programs.

Finance, Forecasting & Analytics

  • Own monthly payroll accruals and journal entries; reconcile payroll GL accounts in coordination with Accounting.
  • Prepare payroll and labor cost reports: headcount, salary & benefits, overtime, allowances, employer contributions, and oncosts.
  • Deliver variance analysis vs. budget and prior periods; explain drivers (headcount changes, merit cycles, FX, policy changes).
  • Build and maintain payroll forecasts (3/6/12-month horizons) tied to workforce plans, seasonality, and business volumes.
  • Support annual budgeting for personnel costs (base pay, bonuses, benefits, statutory, ECOLA where applicable).
  • Partner with FP&A to produce dashboards (e.g., cost per FTE, OT rates, utilization) and scenario models (e.g., wage increases, staffing ramps).
  • Provide ad hoc analysis for leadership (e.g., cost-to-serve, project labor costing, shift differentials, incentive plan modeling).

Compliance, Policy & Governance

  • Keep policies updated for changes in labor law, tax tables, contributions, minimum wage orders, and company benefits.
  • Conduct periodic internal audits and implement remediation plans for any control gaps.
  • Document and maintain payroll SOPs, RACI, and business continuity plans.
  • Ensure compliant and transparent handling of final pay and back pay within mandated timelines.
  • Drive continuous improvement and automation across payroll, timekeeping, and reporting processes.

People Leadership & Stakeholder Management

  • Lead and mentor a small team (payroll specialists/analysts); set KPIs, coach performance, and build bench strength.
  • Serve as escalation point for complex employee pay issues; partner with HR, Legal, IT, and Finance.
  • Communicate clearly with employees on payslips, tax annualization, contribution queries, and government documentation.

Qualifications:

  • Bachelor’s degree in Accounting, Finance, HR Management, or related field; CPA a plus.
  • 5–8+ years of progressive payroll experience with at least 2–3 years in a supervisory/manager role.
  • Strong knowledge of Philippine payroll laws and practices (BIR, DOLE, SSS, PhilHealth, Pag-IBIG) and 13th-month pay rules.
  • Hands-on experience with payroll systems (e.g., SAP, Oracle, Workday, QuickBooks, Sprout, Salarium, EWS, or equivalent) and HRIS/timekeeping integrations.
  • Advanced Excel/Sheets skills (pivot tables, lookups, power query).
  • Familiarity with BI tools (e.g., Power BI/Tableau) for reports and forecasts is an advantage.
  • Strong understanding of GL accounting, accruals, reconciliations, and financial close processes.
  • Excellent stakeholder management, confidentiality, and problemsolving skills.
