Leidos is seeking an experienced Program Manager to oversee all aspects of planning, implementing, operating, and maintaining a large (80+ employee) program in the Baltimore/DC area. Although primarily remote, candidate will need to be occasionally onsite in Baltimore and travel to Customer site in DC, therefore local candidates are preferred. Relocation assistance is not available.

This candidate will have hands-on experience with planning technology modernization projects that implement modern frameworks and IT architectures, and experience providing direction and oversight for software development and maintenance efforts. The Program Manager will also serve as the Leidos central point of contact, interfacing directly with customer management personnel, customer contracts staff, and other officials relative to program performance.

Primary Assignments

Specifically, the candidate will:

  • Provide management, technical direction, and organize the activities and personnel associated with complex software development projects using agile methodologies.

  • Provide senior leadership to return the program to and maintain the program at a green status across all measures.

  • Evaluate proposed information systems to determine technical feasibility with government specified technologies, cost for implementation and operation, as well as functional adequacy.

  • Provide technical, financial, administrative, and operational management of assigned projects, including contract and subcontractor management.

  • Manage all required activities to ensure alignment with multiple schedules and requirements across all systems and projects as well as other interfacing systems and projects.

  • Utilize metrics, key performance indicators, and service level agreements for driving the performance of IT service delivery.

  • Work with the customer to reprioritize activities to refocus work efforts and support activities to address new or changing business needs.

  • Manage staff, inclusive of hiring, employee performance assessments, and compensation.

  • Formulate and enforce work standards, assign contractor schedules, review work discrepancies, supervise contractor personnel, and communicate policies, purposes, and goals of the organization to subordinates.

  • Present oral and written communications of program status (planning and control) to senior program and customer leadership.

  • Ensure adequate communication between the stakeholders and program teams.

Basic Qualifications

  • B.S. or equivalent experience and 15+ years of prior relevant experience and 10+ years managing large IT programs or projects. 4 additional years of experience may be substituted in lieu of degree.

  • Project Management (PMP) certification with stellar program governance and process experience, leading teams of 80+ staff.

  • Demonstrated ability to manage a team composed of analysts/programmers/engineers and specialists in designing and implementing IT software and infrastructure systems.  

  • Experience with systems and software delivery and management of Agile programs.

  • Knowledge of cloud technology and infrastructure operations.

  • Deep knowledge of financials and financial planning, with hands-on experience managing FFP and T&M hybrid programs and Earned Value Management (EVM).

  • Demonstrated ability to recover programs with financial and other operational challenges.

  • Detail oriented with strong organizational skills.

  • Strong written and verbal communication skills, including the ability to present to senior customers and senior Leidos management.

  • Must have lived in the U.S. for the past three (3) consecutive years.

  • Must be able to obtain and maintain an HHS Public Trust Clearance.

Preferred Qualifications

  • Experience working with Department of Health and Human Services (HHS) Administration for Children and Families (ACF) customers.

  • ITIL certification.

All candidates on Health and Human Services (HHS) programs must have lived in the United States for the past three (3) consecutive years.

Pay Range:

Pay Range $144,300.00 - $260,850.00
