Ivy Tech - Bloomington is seeking an experienced Executive Director of Human Resources to lead the campus's HR functions.

This role involves overseeing HR operations, including staffing, recruitment, affirmative action, legal compliance, and policy development. The ideal candidate will have a strong strategic focus and expertise in employee relations, compensation, benefits, and performance management. Key responsibilities include aligning HR programs with College goals, managing departmental operations, and advising the Chancellor's Executive Cabinet.

Salary Range: $80,000 - $90,000

Sick Time: 3.7 hours each pay (paid every two weeks).

Vacation Time: 5.34 each pay for first 2 years, then increases to 6.15 after 2 years.

9 Paid holidays: New Years Day, Martin Luther King, Jr. Day, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Day.

Winter recess: The College also observes an official closing of 4 standard work week days between the observed Christmas Day and New Year’s Day holidays. This is known as Winter Recess.

General Purpose and Scope of the position:

Responsible for managing the regional human resource’s function, with specific accountabilities in staffing and recruitment, affirmative action, College policies and procedures, legal compliance, compensation, benefits, performance management, employee relations, training related to the HR function and Workday. Primarily responsible for the implementation of human resources programs that support College goals and objectives, operating within established timelines and budgets. The position is accountable for human resources department operations and administration. Serves as a strategic partner on the Chancellor's Executive Cabinet, providing guidance and advice for all Human Resources matters.

Major Responsibilities:

Go beyond the easiest or surface answer for a student, or an internal or external customer, and get to the root cause of the problem, question or issue to solve it as quickly and professionally as possible.

Essential Functions:

  • Directs the employment practices of the region including notification, recruitment, application and selection procedures for all position vacancies; validation, administration, and interpretation of qualifying standards and examinations; and evaluation of all employment practices for compliance with local, state and federal laws and regulations, College policies, contracts, and affirmative action plans and goals. Conducts exit interviews as needed.
  • Maintains an active role on the regional administrative management team.
  • Develops and maintains affirmative action program; maintains other records, reports and logs to conform to EEO regulations. Assists in promoting diversity initiatives within the region.
  • Reviews, develops, interprets, and recommends personnel policies and operating procedures in conformance with guidelines established by the College.
  • Serves as the HR representative in legal proceedings, working with the College General Counsel.
  • Administers the employee compensation, benefits, and wellness program.
  • Administers the regional workers' compensation program.
  • Responds to regional claims for disability, unemployment and workers' compensation insurance claims. Reviews claims to ensure that benefit payments are accurate and comply with college policy and legal requirements.
  • Directs the completion of regional annual performance reviews and annual review of job descriptions.
  • Oversees the employee relations processes within the region including investigating discrimination and harassment claims and resolution of grievances and complaints (Consulting with College Legal Counsel).
  • Maintains all regional employee records and files, including appropriate salary, classification, position control, evaluation, and benefits data. Reviews and monitors personnel data entered into Workday to ensure validity and accuracy.
  • Conducts regional organizational and staffing analysis and designs, implements and evaluates long range human resource utilization strategies.
  • Coordinates the annual regional Awards Program honoring employees celebrating service anniversaries and retirement.
  • Supervises the overall operation of the regional Human Resources function; conducts appropriate staff evaluation; develops long and short-term operational objectives; prepares and administers the annual budget.
  • Develops and implements regional HR related staff training initiatives including sexual harassment, drug and alcohol-free workplace, interview training, etc.
  • Coordinate new employee orientation program for the region.
  • Participates on regional and Central Office committees.
  • Has a responsibility to participate in statewide HR policy development and assist as required the VP of Human Resources.
  • Partners with College (state) Human Resources team on statewide initiatives.

Minimum Requirements:

Bachelor's Degree in Business Administration, Human Resources, or related field.

5 years previous work and supervisory experience with at least 3 years work experience in a human resources department with high level responsibility.

Demonstrated knowledge.
