Job Description:

Maryland Environmental Service is seeking a Senior Manager, Software Applications Specialist to join the Technical and Environmental Services (TES) Division. This position is located at MES Headquarters in Millersville, MD but the selected candidate may be assigned to work offsite within various partner agency locations. The successful candidate will be responsible for ensuring the effective deployment, support, and optimization of software applications within the agency and for various clients. This role involves working closely with various internal and external clients, and development teams to analyze needs, provide technical solutions, and ensure a smooth user experience. This position will assist with the architecture of all database projects and user interfaces, to ensure future scalability, performance and integration of the solution. The preferred candidate will have experience with both front and back-end development.

Responsibilities include providing day-to-day technical support, determining, designing, creating, testing and maintaining software, web-based applications and content solutions for a variety of software applications. This position will directly interact with partners, project managers, and other development teams to gather, analyze, and define business requirements to determine the most effective software and web technologies to satisfy a project deliverable within State and Federal agencies. In addition, responsibilities will include providing software process management and configuration management throughout the software / web development life cycle. A highly desirable candidate will have experience with any of the following technologies and/or coding languages:

JavaScript, HTML, CSS, Microsoft SQL Server, Microsoft Internet Information Services (IIS) Manager, VB.NET (proficiency), C# coding, ASP.NET MVC coding, ASP.NET Core Coding, ArcGIS Maps SDK for JavaScript, Microsoft Visual Studio, ESRI WebApp Builder, ESRI Experience Builder, publishing layers using ArcMap and/or ArcPro, ArcEnterprise and Portal.

Estimated Pay Range:

$94,125.20 - $129,400

Minimum Requirements:

Bachelor's degree from four-year college or university in a programming related field and fifteen (15) years related experience. Must have a valid driver's license with less than 5 points.
