Job Overview
The Application Security Support Specialist supports the Enterprise Applications & Systems team in the day-to-day management of user access, security role assignments, and license governance across Microsoft Dynamics 365 Finance & Operations (D365 F&O), Emburse expense management system and other related systems. Working closely with the Enterprise Applications & Systems team, Senior Adoption Coordinators, and country/office-level Integra Security Administrators (ISAs), this role is responsible for assigning and removing security roles, processing delegation of authority updates, maintaining journal approver configurations, and ensuring license allocations are accurate and optimized across IRC’s global operations.
This position is ideal for a detail-oriented professional who can reliably execute access management tasks, follow established security governance processes, and build working knowledge of D365 F&O, Emburse, and related platforms within a complex, multi-country humanitarian organization.
Key Responsibilities
Access Management & Provisioning
Serve as a primary point of contact for D365 F&O and Emburse access-related questions and issues from global staff.
Assign, modify, and remove user security roles in D365 F&O and Emburse based on approved access requests submitted through ServiceNow.
Process approved delegation of authority updates and journal approver configuration changes in D365 F&O.
Respond to access and licensing queries from global staff, providing guidance on proper request channels and timelines.
Support access request processing for additional systems as they come online (e.g. Claude).
Access Governance & Compliance
In close coordination with Senior Adoption Coordinators:
Coordinate and conduct periodic D365 F&O user access reviews in collaboration with Security Administrators across IRC’s global field offices.
Support quarterly license review cycles by coordinating with Security Administrators to review, reduce, or disable inactive user accounts in a timely manner.
Validate that user roles, security groups, and permissions are aligned with job functions and the principle of least privilege.
Escalate access anomalies, segregation-of-duties conflicts, or policy violation.
Respond to systems access audit queries where required.
License Analysis & Optimization
Monitor and analyze D365 F&O license utilization across all active users and country programs, identifying underutilized, duplicate, or incorrectly assigned licenses.
Review and reconcile Power Platform license assignments on the Azure tenant against actual usage data.
Prepare monthly license utilization reports highlighting optimization opportunities and cost-saving recommendations.
Support the enforcement of license governance policies, ensuring compliance with Microsoft licensing agreements and IRC’s internal IT governance framework.
Reporting & Documentation
Produce clear, accurate reports and dashboards on access and license status for internal review and sharing with country offices for validation and confirmation.
Maintain and update documentation of access management processes, standard operating procedures, and security governance workflows.

Required Qualifications
Bachelor’s degree in computer science, Information Systems, Business Administration, or a related field, or equivalent work experience.
Minimum 2-3 years of experience in IT support, systems administration, or application access management role.
Working knowledge of Microsoft Dynamics 365 Finance & Operations user roles, security configurations, and access structures.
Basic knowledge of Azure Active Directory (Microsoft Entra ID), including user and group management.
Strong analytical skills with the ability to interpret license usage data and identify trends or anomalies.
Experience with ticketing systems (ServiceNow, Jira, or similar).
Fluency in English (written and verbal).
Preferred Qualifications
Microsoft Dynamics 365 or Power Platform certification (e.g., MB-300, PL-900, or equivalent).
Familiarity with the Microsoft Azure Power Platform (Power Apps, Power Automate) and its licensing model.
Experience working in the NGO, humanitarian, or nonprofit sector, particularly in multi-country or distributed environments.
Familiarity with IT governance frameworks such as ITIL.
Exposure to license management or software asset management (SAM) tools or practices.
Working Environment
