Green Growth Program Manager

Organization Summary:  

Shuraako Capital is an international NGO whose mission is to provide growth capital and support services to small- and medium-sized enterprises in fragile and conflict-affected settings. We currently manage the Nordic Horn of Africa Opportunities Fund, a $28 million Sharia-compliant debt fund in Somalia, and are preparing to expand in the Horn of Africa and francophone west Africa. Shuraako Capital believes that, with the right support, small and medium-sized enterprises can be a driving force for peace and prosperity in their countries. 

 

Background & Purpose 

The Danish Green Growth Technical Assistance and Market Development Program is a DKK 22.5 million initiative designed to facilitate and expand green investments in small and medium enterprises (SMEs) across the Somali region. The program is implemented by Shuraako Capital, which also manages the Nordic Horn of Africa Opportunities Fund (NHAOF). Under the program, qualified SMEs will receive access to five-year, sharia-compliant loans alongside targeted technical assistance and market development support. The Program Manager will oversee all lines of effort for the Technical Assistance program, ensuring effective delivery, compliance with donor requirements, and measurable impact for SMEs across Somalia.

Job Type:  

1-Year Fixed Term Contract.  Full-Time.  Contract renewable for up to 4 years depending on funding.   

  

Compensation:  

The pay for this position is: $28.80 USD per hour (approximately $5,616 monthly or $67,392 annually)

  

Location:  

This position is located in Mogadishu, Republic of Somalia.   

 

Responsibilities 

  • Program oversight: Lead planning, budgeting, and sequencing of pre-investment TA, post-investment TA, ESG assessments, environmental & social data collection, and market development activities 
  • Vendor management: Draft TORs, run procurement processes, vet service providers, manage contracts, and ensure vendor deliverables are reviewed and approved 
  • Integration into systems: Ensure ESG assessments and sustainability action plans are embedded in the Management Progress Report (MPR) system; ensure TA applications are integrated into Investment Committee (IC) workflows 
  • Supervision: Manage Program Assistant, oversee contractor performance, convene quarterly vendor review meetings 
  • Client interface: Ensure SMEs receive clear guidance on TA opportunities, application processes, and feedback loops 
  • Reporting: Prepare monthly reconciliations, quarterly expenditure forecasts, semi-annual and annual reports, aligned with Side Letter requirements 
  • Risk management: Monitor security, vendor performance, and compliance risks; recommend mitigations 

  

Deliverables & KPIs over the program lifecycle 

  • Annual work plan and budget delivered on time 
  • All TA and event procurement processes run efficiently and transparently 
  • Work with contracted service providers to deliver approximately 20 business plans, 20 ESG assessments, and 25 post-disbursement TA assignments per year, with a minimum total of 80 business plans, 80 ESG assessments, and 100 TA assignments expected over four years if contract is renewed. 
  • 36 events executed with ≥85% satisfaction rates 
  • All donor reports submitted on time 

 

Qualifications 

  • 7–10 years’ experience managing SME development or investment readiness programs 
  • Advanced degree in business, economics, or development studies 
  • Track record of managing donor-funded budgets >USD 1m 
  • Strong familiarity with Somalia’s private sector and key stakeholders including Chamber of Commerce, business associations and key ministries. 
  • English and Somali language fluency required

Physical Work Demands: 

  • Able to sit at a computer for extended periods of time.
