NEOM Green Hydrogen project is part of the largest and most complex capital project for Air Products. It will be the first industrial scale giga sized project providing a green energy carrier around the world to contribute to the decarbonization of industry. Air Products engaged several Sub-Contractors to execute the works, where most of the sub-contractors have large execution scope and yet they have critical interfaces at their scope boundary with other sub-contractors.

The incumbent in this position is therefore accountable for the managing the interface coordination, facilitation and delivery of the contractor scope associated to the facility operator (FO) permits as per the Saudi Arabia Government laws/regulations. This requires the incumbent to seamlessly coordinate with engineering, project controls, project management, commissioning, Commercial and Interface teams of Air Products, consultants, sub-contractors and also closely with Facility Operator/customer for permit application packages and approvals.

Incumbent therefore required to have a good understanding and hands-on experience in KSA laws/regulations such as HCIS-SAF, HCIS/SAIS-Security, Environment Permit for Operations etc. The incumbent should ensure the customer’s scope and their accountabilities are well followed through in accomplishing smooth coordination and prioritizing the associated application readiness processes.

To manage these scope and responsibilities, the incumbent must possess proficiency of applied project management skills, permitting process, Compliance requirements, contracting knowledge, planning/scheduling, risk management and change management. The incumbent should possess excellent communication, influencing skills and organization skills with self-motivation, focus on safety, delivering results with integrity. The project is executed utilizing global capabilities, necessitating a robust cross-cultural competency.
This is a site-based position based out of Duba, Tabuk Region, Saudi Arabia working on rotation of 8 Weeks ON / 2 Weeks OFF.

The role will be a site-based role with below duties:

  • Managing the following tasks as individual contributor & influencer, multi-functional team coordination, coordinate the resolution of Request for information (RFI), change management, management of consultants/contractors, conflict resolution, reporting and closeout of project upon completion.

  • Ensures the sub-projects assigned are being delivered to project critical success factors

  • Track project deliverables using business tools used in the project and support the Sr. Project Manager with the risk management and interface management aspects with other sub-projects

  • Ensure that all internal and external stakeholders are involved during the stage gate approval process prior to the submission of the permit applications appropriate under the project work undertaken

  • Develop, coordinate and track the micro-schedule for each of the employer permits final approval package readiness

  • Actively identify and facilitate the risk management of the scope undertaken through early identification, planning, and selection of best possible proactive Project Management practices which focus on prevention of problems.

  • Coordinate with engineering, process safety, project management, procurement, cybersecurity, asset protection (security) closely and with the interface manager in ensuring the compliance of the KSA regulations and permitting authorities requirements to deliver the contract obligations.

  • Coordinate with contracting, procurement in managing the consultants and any third parties that are hired to support the employer permitting application package development and review.

  • Coordinate with customer representative (facility operator) in ensuring the requirements of the permitting process are fulfilled during the permitting process of related scope (HCIS / SAIS, NCA, NCEC etc.), and ensuring the required application documentation is consolidated, reviewed and transmitted.

  • Coordinate with commissioning manager and training coordinator ensuring the sub-contractor specialized equipment were provided with necessary training as required for the permit final application package submission.

  • Coordinate with commercial and legal teams as required to consult and provide appropriate guidance in execution as well as managing the stakeholder requirements.

Qualifications / Requirements:

  • The role requires an experienced project professional who has worked in large scale EPC projects in the Kingdom of Saudi Arabia.

  • The required candidate should have experience in permits required for facility construction and operation in the Kingdom of Saudi Arabia.

  • Graduate in Science or Engineering Degree

  • Minimum ten years of experience in project execution.

  • Deep knowledge of current HCIS regulations and all stages of SAF and SEC/SAIS directives.

  • Applied experience in permitting process in Saudi Arabia is essential

  • Self-motivated, result-oriented, proactive individual who can work independently as individual contributor and also influence team members and customers at tactical levels.

  • Excellent organizational skills.

  • Manage stakeholder relationships to project success, with transparent inclusive and collaborative approach

  • Problem-solving skills

  • Excellent written and verbal communication skills.

  • Ability to clearly establish and articulate objectives and expectations.

  • Complete project life cycle experience as a owner/facility operator is preferred

  • Familiarity with contract language and sub-contract administration

  • Speaking, writing Arabic language is added advantage
