Overview:
We are seeking an experienced, strategic, and adaptable leader to oversee the launch of General Assembly's tech academy in Montenegro. This pioneering initiative aims to equip Montenegro’s youth with vital digital skills, driving the country's economic growth and future prosperity. This program requires a dynamic leader who can navigate ambiguity, establish robust operational frameworks, and manage high-level relationships with government and corporate stakeholders.
The ideal candidate will possess a blend of commercial delivery expertise, client management acumen, and operational leadership. They must be adept at building regionalised operating models that incorporate tools, processes, and technologies from other General Assembly regions while adapting to the unique cultural, governmental, and regional considerations of Montenegro and surrounding countries.
Key Responsibilities:
1. Team Building and Leadership:
  • Recruit, onboard, and manage a cross-functional local team, including roles in marketing, admissions, customer success, and instruction.
  • Provide guidance and oversight in alignment with General Assembly’s global operations team.
2. Infrastructure and Operational Leadership:
  • Establish foundational infrastructure, including facilities, technology, and learning resources, to support program delivery.
  • Develop a scalable operating model that integrates global best practices while addressing local nuances.
3. Partnership and Stakeholder Management:
  • Serve as the primary liaison between General Assembly and the Montenegro government.
  • Cultivate relationships with local businesses, government entities, and community organisations to enhance program visibility and impact.
  • Navigate governmental processes and ensure seamless execution of program initiatives.
4. Client Management and Program Success:
  • Ensure exceptional client management for key stakeholders, including the Montenegro government, learners, and hiring partners.
  • Oversee career coaching and job placement services to achieve measurable graduate success.
5. Program Evaluation and Reporting:
  • Define and track program success metrics, including graduate outcomes, employer partnerships, and job placement rates.
  • Provide detailed, actionable reports to internal stakeholders and the Montenegro government to inform decision-making and ensure accountability.
Key Qualifications:
  • Demonstrated experience in launching and scaling large-scale programs, particularly in education, workforce development, or government partnerships.
  • Expertise in client management and operational delivery, with a proven ability to navigate ambiguity and prioritise effectively.
  • Strong background in building regionalised frameworks that align with global standards while addressing local cultural, governmental, and business needs.
  • Exceptional communication and stakeholder management skills, including experience working with government agencies and corporate partners.
  • Experience leading cross-functional teams and driving results in complex, fast-paced environments.
  • Familiarity with the Montenegro region or neighboring countries (e.g., Serbia, Bosnia and Herzegovina, Kosovo, Albania, Croatia) is highly preferred.
  • Strong project management skills, with a track record of meeting deadlines and delivering outcomes.
This role requires an on-the-ground presence in Montenegro to establish the program infrastructure and ensure its successful implementation in collaboration with government and community stakeholders.
