Job Summary:
The Chief Financial Officer reports directly to the President and Chief Executive Officer of Wellstar Health System and will serve as a member of the WellStar Health System senior leadership team. The Chief Financial Officer will also interface extensively with the WellStar Health System Board of Trustees.
Direct reports to the Chief Financial Officer are reflected on the attached Wellstar Health System Organizational Chart. Through these individuals, the Chief Financial Officer oversees the areas of financial management, reimbursement, decision support, budget/capital planning, treasury, accounting, revenue cycle, patient financial services, managed care contracting, and supply chain management.
The Chief Financial Officer works closely with the WellStar Health System executive and senior leadership team and directly with the President and Chief Executive Officer on matters related to finance providing expert counsel regarding the financial performance of the company and strategies for its growth and development. The Chief Financial Officer is responsible for the development, interpretation, coordination and administration of WellStar Health System's policies on finance, budgeting, accounting, internal controls and maintenance of records and procedures to adequately safeguard the assets of the corporation.
The Chief Financial Officer directs the financial planning and execution to achieve the company's business objectives. This individual co-develops with WellStar Health System senior leadership the corporate and facility strategies to advance the vision, mission, and values. The Chief Financial Officer directs the financial management functions, studies and interprets financial and statistical trends, projects financial needs, plans and recommends courses of action to accomplish desired results and implements financial actions. The scope of responsibility encompasses long and short term financial, operational, managed care and strategic planning, capital and operational planning, capital discussions with sponsors, revenue generation, financial evaluation of new programs and services and expense management. The Chief Financial Officer will recommend financial policy, evaluate operating procedures and ensure effective integration of the financial departments with other health system departments.
The Chief Financial Officer is expected to serve as a key member of the WellStar Health System senior leadership team and will attend meetings of the Board of Directors on a regular basis. The Chief Financial Officer serves as a key advisor to the finance, investment, and audit committees of the Board. As a member of the WellStar Health System senior leadership team, the Chief Financial Officer is expected to work closely with the executive and senior leadership team in the broader areas of planning and development.
Core Responsibilities and Essential Functions:
Participate in WellStar Health System’s strategic planning efforts with CEO, COO, CMO and the VP of Planning and Business Development. Direct the analysis and interpretation of financial information and aid in development of business operations plans; forecast critical milestones and potential obstacles and evaluate alternate courses of action; balance short-term and long-term strategic objectives to maximize WellStar Health System’s financial performance. Work with the COO and facilities in monitoring operational plans and suggest alternative courses to meet financial expectations. Lead the development of policies and procedures to govern financial decision-making including budgets, expense management, and capital spending to ensure the achievement of expense management and profitability objectives. Develop, operate and oversee decision support systems of the company to ensure that the President and CEO, COO, CMO have access to the necessary financial and clinical measurement data to make the appropriate decisions. Direct the preparation of the WellStar Health System annual budget in coordination with the sponsors and oversee its execution throughout the year to achieve business objectives. Oversee monitoring and reporting of the financial performance of the organization to identify trends and safe-guard the assets of the organization, analyze actual to budget variances and unusual trends and keep the President and CEO and COO informed of significant events impacting the business operations performance of the organization. Oversee the revenue cycle of the company including patient accounting function to maximize cash flow. Develop and monitor corporate policy and performance related to Health information Management, Patient Access, and Chargemaster areas of the company. Provide consultation and guidance to the facility Administrators and their executive teams, and the Corporate COO, on all matters related to financial management practices in the facilities. Oversee accounting and finance operations to ensure proper maintenance of financial records and compliance with finance and accounting standards, regulatory guidelines and reporting requirements. Oversee resource management to ensure achievement of expense management objectives and efficient and effective use of assets. Oversee the negotiation and analysis of managed care contracts and administration of these relationships. Select, develop, and manage a financial leadership team that enables the achievement of WellStar Health System goals in a manner consistent with the mission and values of the organization. Oversee the administration, direction, and implementation of all supply chain functions including logistics, contracting, procurement, and value analysis Participate as a integral contributor to the development of the company’s clinical information system, including the creation of a successful supporting financial infrastructure.
Required Minimum Education:
Bachelor's Degree in Business Administration, Finance, Accounting or related field is required and Master's Degree is preferred
Required Minimum License(s) and Certification(s):
Cert Public Accountant 1.00 Upon Hire Preferred
Required Minimum Experience:
Minimum 10 years financial executive experience required, with five years' experience as a CFO or Vice President in a similarly sized operation such as an integrated enterprise network; multi-hospital system; or large complex hospital (academic or community-based teaching center) is required.
High degree of comfort and confidence working within a complex organization structure and working within a matrixed reporting structure.
Required Minimum Skills:
Strong technical and accounting skills are required. Possess a deep understanding of all aspects of financial operations including financial management, cash flow, reimbursement, ROI, cost/benefit analysis, decision support, financial modeling, capital planning, treasury, revenue management, managed care, and supply chain/materials management.
Strategic and financial planning skills and orientation to formulate the strategic financial direction for the system in conjunction with the senior leadership team by asking the right questions, developing financial models and pro formas, structuring, evaluating and negotiating appropriate arrangements.
Effective leader who can exercise influence without using the dynamics of control and has proven success in building collaboration among financial leaders within the system.
Effective communicator that is engaged in advocacy initiatives with a variety of constituency interests (e.g. legislators, regulators, media).
Demonstrated success in collaborating is a plus.
