About the Role

The Senior RFA will provide the Revenue Investigations Program with project management support, analysis and subject matter advice specific to national Revenue Investigations projects and investigations.  The Senior RFA will act as a subject matter expert to support national scope projects, initiatives and investigations involving USPIS programs, including but not limited to, revenue fraud, mail fraud, narcotics, money laundering, cyber investigations as well as USPS groups including supporting the CIO and CISO with the counterfeit intercept project. 

What you will do: 

Investigative Support

  • Provide investigative support to field divisions
  • Evaluate account takeovers related to hijacked postage accounts
  • Review and monitor work product from field RFAs to ensure accuracy and quality
  • Provide interdiction support

Liaison

  • Liaise with internal and external stakeholders on revenue instigation matters.
  • Partner with USPS groups to mitigate fraud loss and access data to further investigations;
  • Coordinate with Customs and Border Patrol (CBP) on RI-related issues;
  • Participate in Joint Industry meetings with UPS and FedEx;
  • Participate in meetings with USPS partners including Pitney Bowes, Auctane, etc.
  • Collaborate with the USPS Engineering Department to identify and evaluate solutions for identifying fraud on mail processing equipment.
  • Training
  • Develop Revenue Investigations training and presentations
  • Mentor newly hired RFAs with orientation and training on USPS applications and databases

USPS Intercept Project

  • Support the USPS intercept process, providing subject matter expertise, guidance and recommendations to the USPS Intercept team; working with them to evaluate postage accounts applicable for intercept; and troubleshooting technical issues identified during an intercept;

Reporting

  • Responsible for documenting and reporting analytical and investigative results, special project reports, congressional inquiries responses, etc., both orally and in writing, creating graphic displays, presentations and reports that present clear and concise representations of the information analyzed.

  • Complete and deliver all assignments and work product in a timely manner.

Minimum Qualifications & Skills:

  • Bachelor’s degree from an accredited college or university and significant experience conducting or supporting complex criminal or civil USPIS revenue investigations
  • Demonstrated knowledge of federal statutes and the federal rules of criminal and civil procedure;
  • Extensive experience developing civil and/or criminal revenue investigation cases for presentation to the appropriate administrative or prosecution authority;
  • Demonstrated significant ability to analyze investigative results and present sound recommendations for additional investigative action;
  • Extensive experience in communicating orally and in writing to clearly explain steps and results in research and analysis using multiple mediums such as charts and reports;
  • Ability to work collaboratively with key stakeholders, including USPS stakeholders, private and public sector partners;
  • Extensive experience analyzing data and interpreting patterns or trends using the appropriate analytical techniques and methods;
  • Experience working with large quantities of data from different sources;
  • Proficiency with computer software, particularly Microsoft Word, Excel, PowerPoint, and other similar programs;
  • Demonstrated extensive experience showing the ability to work independently and to prepare a final work product;

    • Methods used by fraudsters to create counterfeit postage
    • Business mail entry
    • Mail flow and mail processing
    • USPS Operations

Clearance:

Security Requirements/Background Investigation Requirements: 

  • Must be a U.S Citizen or Legal Permanent Resident.
  • Favorable credit check for all cleared positions 
  • Successfully passing a background investigation including drug screening.
