JOB DESCRIPTION:
MAIN PURPOSE OF ROLE
- Be responsible for strategic partnership and market access strategy implementation at the assigned MA authorities or regional/ hospital formulary listing committees.
- Play an essential role in developing, communicating, and executing on the value strategies that address questions and influence the key decision makers.
- Focus on localizing market access strategy, understanding and tracking local healthcare system developments, identifying new opportunities for product access to Abbott’s life-saving products for patients in the local country and executing the plan nationwide.
MAIN RESPONSIBILITIES
Visit and engage assigned MA authorities and customers on a regular basis
- MOH committees relevant for market access decision-making
- Pricing and/or Reimbursement authorities
- HTA (Health Technology Assessment) Agencies
- Experts and advisors to MA authorities
- Public market formulary listing agencies (e.g. public health insurance, government-funded health programs, government tenders, public hospital drug formulary committees)
- Private market formulary listing agencies (e.g. private health plans, private insurance drug formularies, private hospital drug formulary committees)
Strategic account planning to build distinguished quality access and sustainable win-win partnership
- Map decision-making process and criteria, regularly monitor and update
- Perform systematic stakeholder mapping, gain thorough understanding of formal and informal decision-making
- Understand the account needs at organizational and decision-makers levels
- Lay out short- and long-term account access vision, goals, key strategies and tactics
- Lead the execution of strategic partnership at the assigned MA authorities/ committees
- Proper integration of key risks & opportunities, strategies & tactics into country MAP
- Monitor competitors’ strategies and prepare appropriate Market access responses
Improve access policies and conditions
- Monitor closely changing dynamics in terms of access policies & conditions, such as pricing, reimbursement, formulary listing, other relevant payer polices & guidelines, and, where applicable, tender specifications
- Identify opportunities to move from price-based to value-based decision-making, leverage global policy concepts, tools and international experts to improve or preserve access policies and conditions
Obtain, maintain and optimize formulary listing (with or without tenders)
- Analyze opportunities and risks across EPD portfolio
- Formulate formulary listing (or sometime de-listing) strategy
- Specify formulary listing and/ or tender dossier or documentation requirements
- Maximize formulary listing results, measured by number of products listed in each account
- Negotiate with MA authorities and formulary listing agencies
Monitor country pricing policy & manage pricing submissions
- Map pricing regulations (e.g. IRP (Int’l Reference Pricing), TRP (Therapeutic Reference Pricing) etc.), gain thorough understanding of pricing setting and adjustment mechanism for new and in-market products
- Develop pricing submission strategy to maximize pricing opportunities and minimize risk, and be accountable for high-quality & timely submission
- Liaise with global pricing to ensure strategy alignment and minimize cross-country impact
- Support country market access head in pricing negotiation
Evidence Based Payer Value Proposition
- Translate insights to innovative payer value propositions: based on strategic account planning, identify account-specific payer value-added programs which provide short- or/ and long-term success for EPD portfolio.
- Payer engagement programs: design the program and materials; build in outcome measurement to demonstrate value for payers.
- Identify evidence requirements and design the clinical trials to support value story.
- Local health economics studies: design local study to demonstrate better value for money or positive budget impact, or local dissemination of global studies.
MINIMUM BACKGROUND/ EXPERIENCE REQUIRED
Work Experience:
- 3-5 years’ experience in pharmaceutical industry including a significant experience in Market Access projects including engaging authorities and/ or formulary listing committees, preferably with experience working with off patented products.
- Experience working in a multinational company with a matrix organization
Education:
Bachelor/Đại học
University degree of Medical/Pharmacy qualification/Đại học Dược
