PRIMARY FUNCTION:

The position plans, schedules and directs the activities of employees engaged in grounds maintenance, maintenance and repair of roads and parking lots, airfield runways, athletic areas, installation improved & unimproved grounds, irrigation, and pest control.

ESSENTIAL DUTIES:

•    Compiles and produces daily, weekly, monthly, reports and other presentations required by the functional area.

•    Supervision of contracted roads and grounds maintenance and repair programs. Responsible for playground and recreational area maintenance.
•    Recommend solutions for operational problems in work schedules, non-routine service, personnel utilization and non-scheduled work. 
•    Attends meetings with peers, subordinates, subcontractor(s) and Government CE to ensure compliance with established practices, to implement new policies and to keep workforce abreast of current standards and procedures; monitors and participates in inspection tours.

•    May prepare and produce Scopes of Works and participate in the bidding process for special projects. Plans or assists in the planning of landscaping and other grounds projects by preparing rough sketches and schedules, and estimates of manpower, materials and equipment necessary to accomplish the project.

•    Participates in budget preparation and development. Determine fiscal requirements, make projections and prepare departmental budget; monitor, verify and reconcile expenditure funds; ensure compliance with the company policies and procedures.
•    Recommend the purchase of services, supplies, materials and new equipment.

•    Collects and inputs data into the government work management systems. Produces reports indicating backlog of pending work and materials.
•    Prepare periodic reports and analyses setting forth progress, adverse trends and appropriate recommendations and conclusions. Generate daily, weekly & monthly report indicating progress or deficiencies in irrigation system, pest control requirements, airfield and civil works.

•    Supervise various personnel functions including, but not limited to, time sheets, hiring, performance appraisals, discipline and PTO schedules.
•    Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

•    Reads and interprets contracts and policies. Reviews project drawings and specifications. Assists in the preparation of project completion certificates and handover documentation. 

•     Monitors the status of 'contractor performance evaluations', contractor invoices, and contract commitments. Inspect work performed, ensuring proper and timely completion.
•    Maintains knowledge of safety/environmental policies and procedures regarding the proper use of chemicals, tools and equipment for roads & grounds services and activities. 

Conducts inspections of roads and grounds to review work standards and compliance. Responsible for the Quality Control of all functions under their control.

•    Perform other work duties as assigned. 

SUPERVISORY RESPONSIBILTIES:

Directly supervise staff of 17-24 personnel.

DESIRED KNOWLEDGE, SKILLS & ABILITIES:

•    Must be able to work alternate shift schedules when necessary to meet the mission requirements of the customer, to include weekends and holidays.
•    Physically fit to bend, stoop, and lift in awkward positions and able to lift up to 70 lbs.

•   Must possess the ability to work in a team or alone and be able to change jobs on short notice.

REQUIRED QUALIFICATIONS:

• Five years of experience in roads & grounds maintenance, including two years of supervisory experience supervising and evaluating the work of grounds maintenance crews/contractors in a military base environment.  Other combinations of experience and education which meet the minimum requirements may be substituted.

• Experience with heavy equipment operations and maintenance.

• Experience in lawn and ornamental plant maintenance. 

• High school diploma or equivalent

• Valid class A or B CDL license for State of .   

• Able to pass background check
• Good working knowledge of safe working practices is essential.
