Northrop Grumman Defense Systems (NGDS), is seeking a full-time experienced Director Proposals 1 Operations Excellence to join our Capture Excellence organization. This position can be located onsite in Huntsville, AL; McLean, VA; or Roy, UT. The selected candidate must be willing and able to travel, as needed (up to 25%). Active Secret clearance required to start.

The Director of Proposal Operations Excellence leads develops, plans and schedules proposals. Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team.

What You Will Be Responsible For

  • Lead the full proposal operations organization and oversee management through the proposal management lead or proposal managers.
  • Manages proposal resource needs across the Sector.  Collaborates with Division leaders to proactively plan, organize and efficiently staff proposals teams.
  • Ensure high-quality, compliant, and compelling proposal submissions.
  • Establish and enforce proposal standards, processes, timelines, and expectations across color teams.
  • Drive all proposal processes, training, templates, tools, checklists, and style guides.
  • Continuously improve proposal workflows to increase efficiency, compliance, and win probability.
  • Support capture with strategy development, gate reviews, and readiness processes as a secondary responsibility.
  • Drive operational discipline to ensure proposal and capture teams have the tools, data, and processes needed to execute effectively.
  • Coordinate with business management to set the proposal budgets and planning.
  • Support executive reporting and strategic reviews for active opportunities.

Basic Qualifications:

  • Bachelor’s degree with minimum 10 years of relevant professional experience (of which at least 4 years include management experience) to include in-depth understanding of Government acquisition policies, regulations and proposal compliance requirements. Master’s degree with minimum of 8 years of relevant experience may also be considered.
  • 10+ years leading proposals within the federal acquisition lifecycle (RFPs, RFIs, ROMs, evaluation criteria, compliance, etc.)
  • Working Knowledge of FAR, DFARs and other Government procurement regulations as they pertain to bid/costing proposals
  • Extensive experience developing proposal process, tools, templates and training.
  • Experience with building and developing a cross-functional proposal organization that supports strategic and priority win captures.
  • Proficient in Microsoft Office products
  • Strong understanding of proposal collaboration platforms (AI tools, SharePoint)
  • Experience managing large, complex proposal efforts and color team reviews
  • Ability to travel up to 25%
  • Current active Secret clearance required to start

Primary Level Salary Range: $177,000.00 - $265,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
