The Program Specialist is a 15-month grant funded position that will service one or more of the VCU Health System areas including: Upper Middle Peninsula/ Northern Neck Virginia and Southside Virginia with additional support including Central Virginia. The program specialists will implement and launch workforce development programs and report program outcomes and milestone data. The program specialists will also inform program participants and new recruits of the program support programs and work with participants to support successful enrollment and address retention barriers.

Essential Job Statements

  • The newly funded full-time Program Specialist will work with the existing part-time and new full-time career development specialists to expand the capacity of this role to support the increased number of individuals who will be employed to enhance retention and the success of the current workforce development pilot. 

  • The program specialist will implement and launch programs and report program outcomes and milestone data. 

  • The program specialist will inform program participants and new recruits of the assistance programs and work with them to support successful enrollment and address retention barriers. 

  • The program specialists will partner with the career development specialists throughout the first year of employment to identify and report barriers and increase retention. 

  • The program specialist will identify areas of opportunities and developing best practices for how we engage with and support workforce development program partners.   

  • The program specialist is responsible for creating and managing our workforce development program that ensures an engaging experience for all team members which includes leading programs for team member development and career advancement.   

  • Serve as a thought leader and advisor to the workforce development manager and program manager on talent strategies, working collaboratively across the organization to influence and drive our efforts in the areas of career and diverse talent attraction, engagement, and stakeholder engagement and empowerment.

Employment Qualifications 


Required Education: 

Bachelor’s degree in business, Human Resources, or a related field from an accredited program 

Preferred Education: 

Advanced Degree MBA or MHA

Minimum Qualifications 

Years and Type of Required Experience 

Minimum of 3 years of experience of recruiting and/or program management of workforce development programs.

Experience working with health care leaders and community partners and managing career talent programs.

Demonstrated competency and operations experience in planning, developing, and or managing talent in support of career programs.

Demonstrated experience in developing relationships with community organizations and organization leaders.
