About the Organization

The Data and Regulatory Operations Group is an Operations Unit that has workforce in over 20 countries with heavy coverage in Markets business with additional support across Security Services, Treasury and Trade Solutions and Personal Banking & Wealth Management. Data and Regulatory Operations provide an array of services to enable client lifecycle transactions; from relationship establishment, supporting the data demands surrounding instruments and delivering non-financial reporting to our regulators.

About the Role:

The Regulatory Transformation Head will oversee the transformation strategy across our Regulatory operations and requires a broad and comprehensive understanding of non-financial reporting regulations around the globe.  Must understand theories and practices relevant to a ops function as well as practical experience of multiple business cycles. In-depth knowledge of the industry and direct competitors' products/services is also necessary to contribute towards the commercial objectives of the business. Requires thorough understanding of strategic direction of the function within the business, combined with a solid conceptual/practical grounding in both the function and/ or area of expertise. Excellent communication skills required to influence a wide range of audiences. The job is likely to be involved in both internal and external negotiations which will have a major impact on the area managed, and possibly on other related areas and organization as a whole. Develops medium- to long-term plans and executes functional strategies for a large/complex country, cluster of countries, or business requiring coordination and integration across units. Provides input into strategic decisions affecting job family or function within a region or business. Full management responsibility of multiple teams, including management of people, budget and planning. Has authority to negotiate and make independent decisions on issues/activities that have critical impact or influence on company revenues, capital or business operations.

Responsibilities:

  • Drives operational optimization through the analysis of organizational design, identification of problem statements, and implementation of key process and control enhancements.
  • Owns operational implementation and adoption of process and control enhancements.
  • Role requires a candidate that is an experienced operations manager that understands ‘Ops’ and has / can lead through change.   Role requires candidate to be able to interface across all levels and groups (business, finance, ops) – and obtain buy-in / find solutions to work for the team.
  • Implementing best practices and global consistency, simplifying & standardizing processes, and flows across operations
  • Drive digitization and implementation alongside our operations teams, delivering automated solutions to solve for operational challenges. 
  • Partner with Citi’s innovation labs to drive optimization and overall play a pivotal role in enabling us to transform to achieve our target operating model.
  • Develops strategic direction and feedback with respect to initiative or program creation, alignment to firm and business goals, stakeholder management, and executive communications.
  • Builds and manages relationships with key stakeholders, organizations and business heads.
  • Collaborates with Program Sponsor to ensure business case/cost benefit analysis is in line with business goals.
  • Manages the communication of status, issue, and risk disposition to all stakeholders, including senior management, on a timely basis.
  • Manages business planning initiatives for an entire functional area.
  • Exercises control over budget, policy formulation and planning and significant contribution to future strategy.
  • Develops guidelines for appropriate staffing requirements to meet operational needs.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:

  • 15+ years of experience in global financial institutions
  • Knowledge of CFTC, EMIR, MIFID, Swap Dealer, SFTR and other key non-financial regulatory reporting key components.
  • Specialized program management and/or re-engineering certifications (six sigma, Agile, Lean)
  • Demonstrated experience leading people and developing effective and diverse teams across a global footprint.
  • Strong, influential communicator who is articulate and concise, demonstrated success interacting with senior management both in the business, corporate functions as well as the Operations, Business and Technology environments
  • Financial services and transformation experience (direct or consulting firm) with significant recent experience driving large scale global transformation programs for senior levels of a financial services organization.
  • Familiarity with regulatory landscape facing global banks. Ideally, have worked in banking industry or regulators institutions.
  • Professional ability and presence to interact with Senior Stakeholders, Regulatory and Audit Management.
  • Ability to conceptualize aspects of the organization’s model and its future development.
