Program: Russia’s full-scale invasion of Ukraine has increased demand for rehabilitation services and underscored the need to strengthen the rehabilitation sector by addressing issues with governance, financing, workforce, service delivery, information systems, and assistive technology. The USAID-funded Rehabilitation for Ukraine (Rehab4U) project is working to create sustainable and fully integrated rehabilitation services within the Ukrainian health system across all levels of care. Rehab4U is led by Momentum Wheels for Humanity (MWH), with support from Results for Development (R4D), Deloitte, the National Assembly of People with Disabilities of Ukraine, and Project Hope.

Rehab4U is supporting the Government of Ukraine in its initiative to strengthen financing and governance for rehabilitation services as part of ongoing efforts to improve the quality and efficiency of health services.

Opportunity:
R4D is seeking a Costing Consultant to support a costing study on specialized rehabilitation services that will provide the Ministry of Health (MOH) and the National Health Services of Ukraine (NHSU) evidence about resource requirements and financing efficiencies to meet urgent population needs. Consultant support will involve providing strategic advice and supervision of activities related to designing, planning, and implementing the costing study.

This is a remote consultancy that is anticipated to start immediately. The estimated period of performance is 6 months (December 2024 – June 2025).

Responsibilities:
The consultant will work closely with the Rehab4U consortium, the NHSU, and other partners to:
• Guide and support the development of methodologies and tools for costing specialized rehabilitation services and forecasting population needs, to be validated with Ministry representatives.
• Advise on data collection planning activities, providing coaching for local partners to implement the methodologies as needed.
• Support the supervision of data collection activities, offering solutions for data access or quality issues that arise.
• Attend consultatory meetings with local partners, the NHSU, etc. to discuss and validate approaches and results.
• Source global evidence and best practices on costing to be translated into the Ukrainian context and guide analytical work.
• Review and provide constructive and strategic feedback on work done by other experts involved in this work.
• Support analysis for, and lead the development of, discrete components of deliverables.
• Other responsibilities as agreed upon with the R4D team.

Qualifications:
• Master’s degree (or higher) in a relevant field (economics, statistics, finance/accounting, health management, or similar).
• Minimum of 5 years of professional experience in designing and implementing health-related costing studies, including in limited-resource environments. Prior experience with costing of rehabilitation service packages will be a major asset.
• Knowledge of quantitative, costing, accounting, or statistical software; experience with using OneHealth tool is desired and will be considered an asset.
• Experience in providing technical assistance or coaching.
• Demonstrated fluency in quantitative analysis, including advanced Microsoft Excel proficiency.
• Demonstrated experience in leading and facilitating virtual or hybrid meetings with participants from multiple countries and cultures.
• Ability to work in a flexible team environment and across different time zones.
• Excellent client management skills and demonstrated experience of working with country level stakeholders, as well as with multilateral organizations and NGOs.
• Professional experience (including consultancies) with bi-lateral and multi-lateral organizations will be considered an asset.
• Excellent verbal and written communication skills.
• Professional fluency in English.
