Senior Manager, CGA Risk Assessment
Department Overview
The Compliance Governance & Assurance (CGA) team supports the effective and sustainable execution of the Enterprise Regulatory Compliance Management (RCM) Framework. The Enterprise RCM Framework operationalizes OSFI Guideline E-13 Regulatory Compliance Management (Guideline E-13) and provides an overview of the Bank’s risk-based RCM Program to manage applicable regulatory compliance risk. The RCM Framework sets out the structures, processes and key control elements through which Risk Owners and Oversight Functions globally are expected to manage and mitigate regulatory compliance risk inherent in their business or corporate segment activities.
Job Description
Reporting to the AVP, Compliance Governance and Assurance, this role will lead the development and implementation of the Regulatory Compliance Risk Assessment to support Global Compliance in meeting our regulatory expectations.
This Risk Assessment team will be the subject matter experts for the enhancement and evolution of the RCM Risk Assessment methodology and execution across all Risk Owner and Oversight Functions across TD. In addition, the Senior Manager, RCM Risk Assessment will be leading the evolution of the Risk Assessment program and process improvements for the Risk Assessment.
The Risk Assessment is the foundation to the RCM Program and is key to assessing, identifying Regulatory Risk across the organization. This role will play a key leadership role in the development of the RCM Program and ensuring it meets Global regulatory requirements.
The successful candidate will interact with Compliance Executive team regularly and lead the Risk Assessment process across the Enterprise working with Risk Owners and Oversight Functions.

Here's some of what you may be asked to perform:
Lead the discussions across Compliance on Risk Assessment methodology evolution
Lead the development of Risk Assessment Workshops, Training and Challenge Sessions
Lead the amalgamation of Risk Assessment results- an important input into the Chief Compliance Officer opinion
Work across the Enterprise to support Risk Owners and Oversight Functions to understand the methodology and apply it to assess Regulatory Risk across their area.
Work with Operational Risk Management (ORM) in aligning Risk Assessment methodology and practices
Provide innovative thinking on how eGRC platform can create sustainability and simplicity in completing Risk Assessment
Develop RCM Risk Assessment Roadmap
Be able to deliver under tight timeframes with multiple key stakeholders with different needs/requirements.
Well-developed business and technical acumen and analytical capabilities with the ability to consolidate inputs into clear, concise analysis and recommendations
Lead quality assurance activities related to RCM Risk Assessment.
Contribute to project plans, estimations and status updates
Identify issues, develop and maintain processes that address and resolve them and ensure proper communication/alerts to stakeholders as needed.
Participate and be an integral contributor within the CGA team

Qualifications
Undergraduate Degree
5+ years of relevant experience from a financial background
Enterprise Risk experience, ideally in second line
Experience leading key program element at Enterprise level
Strong stakeholder engagement and organizational skills
Demonstrated experience leading high performing and engaged teams
Curiosity to continuously enhance knowledge/expertise in own area and keep current with leading-edge technologies trends/developments.
Strong written and verbal communication skills including a demonstrated ability to clearly provide written reports that accurately and clearly summarize issues and present solutions in an understandable and logical manner
Exceptional attention to detail and accuracy, requires minimal supervision of work product
