The Opportunity:
As a Program Analysis Support Administrator you will support the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO- CBRND) JPEO-CBRND Headquarters (HQ).  The JPEO-CBRND manages our nation’s investments in chemical, biological, radiological, and nuclear defense equipment, and medical countermeasures battlespaces worldwide. This position requires a secret clearance.


Responsibilities:

As a Program Analysis Support Administrator you will:

--Assist the team lead with the planning, development, refinement, initiation, and execution of new requirements, projects, procedures, and guidelines.

--Maintain awareness of program execution and milestones, as well as their strategic impacts.

--Consider affordability, technology maturity, and responsiveness to assist in the formulation of broad, time-phased operational goals and initial capabilities.

--Assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals.

--Create and update document and staffing systems matrixes to track all task management activities.

--Create technical briefing materials, documentation, and schedules.

--Apply relevant skills to review, analyze, and evaluate document staffing requests and staffing system taskers to determine the appropriate respondent.

--Review and assess technical, cost, and schedule data and work with Government staff to identify shortfalls and potential corrective actions.

--Assist in identifying, assessing, developing, and mitigating program risk.

--Draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes.  When applicable, documents shall be prepared in accordance with DoD policies and procedures for the research, development, test and evaluation, and procurement of materiel and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones.

--Maintain a list of required documents for assigned programs with corresponding projected need dates.

--Coordinate both internal and external conferences, meetings, and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are properly booked for use; scheduling speakers; developing and providing meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and tracking action items as needed.  The contractor shall support each event in person and/or via teleconference, video teleconference, and web conference.  In addition, for each meeting conducted, the contractor shall develop meeting minutes and/or an executive summary.

--Provide input to support annual, monthly, and weekly recurring reports, as needed.

--Provide program status updates at regular senior staff meetings.

--Communicate programmatic issues, concerns, and information.

--Assist to develop and update top-level briefings for public presentation to be utilized at various conferences and events.

--Track the status of action items, meeting minutes, program milestones, and monthly reports.

--Assist in determining appropriate assignments; setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines.

--Ensure that product teams are aware of deadlines, assignments, and objectives.

--Assist in maintaining program management tools and processes.

--Obtain and maintain all information regarding the projects and events they are responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form.

--Assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.

--Monitor and protect acquisition-sensitive materiel.

--Provide a weekly operational update to acquisition documents in support of milestone decisions.

--Perform the following responsibilities pertaining to actions associated with the Document Staffing and Tasker System (DSTS):

  • Manage automated staffing system, providing recommendations on staff action assignments for incoming tasks and coordinating daily activities associated with such.
  • Meet regularly with Senior Managers across the Enterprise to coordinate staffing procedures and processes, and to align staffing times with document and operational tasking requirements.
  • Schedule, coordinate, conduct, and prepare minutes for periodic discussion with the JPEO-CBRND HQs Chief of Staff on DSTS
  • Participate as a core member in all DSTS Integrated Product Teams (IPTs) for continuous process improvement, recommending action(s) to improve the processes within the system.

--Provide the following support to the JPEO-CBRND Enterprise:

  • Assist with any problems or issues as needed.
  • Maintain a point of contact list of all Primary, Secondary and Alternate Unclassified and Classified Analysts
  • Participate in the bi-weekly Office of the JPEO-CBRND Chief of Operations teleconferences, and in the absence of the Administrative Lead, prepare meeting minutes.
  • Manage the Business Analyst SharePoint team room and wiki pages in order to enhance the communications among the JPEO-CBRND HQs Front Office, Joint Project Manager (JPM) offices, and JPEO-CBRND staff.

--Conduct administrative and overhead functions required for efficient operations of the JPEO-CBRND HQs Office of the Chief of Operations, to include the following:

  • Providing support at meetings.
  • Entering information into various databases.
  • Archiving (i.e., collecting and storing) federal documents.
  • Maintaining accountability and control of property, and retrieving property when required.
  • Assist the Facilities Office with day-to-day tasks

--Coordinate plans and prepare for both CONUS and OCONUS meetings (e.g., travel arrangements and paperwork, agenda, notifications/invitations, protocol interface, etc.).  Preparation shall include obtaining theater and country clearances for DoD personnel traveling overseas under the terms of the Foreign Clearance Guide DoD 4500.54-g.

--Work with the JPEO-CBRND HQs Office of the Chief of Operations personnel on the development of documentation.

--Consolidate, review, and analyze JPEO-CBRND Enterprise weekly hot topics for internal and external distribution.

--Provide program support (e.g., development of briefings and reports,) to Government project leads for CONUS and OCONUS missions, to include travel when needed.



Qualifications:

Required: 

  • DoD Secret security clearance
  • Bachelor’s or Master’s degree in related field or four years direct experience working in similar roles.
  • Experience in project management, engineering management, DoD acquisition, or another related subject of comparable complexity and responsibility.
  • Working knowledge of, and be fully conversant with, the acquisition processes and policies as outlined in the DoDI 5000.02, relating it to product development, production, and sustainment.
  • Ability to influence and shape acquisition streamlining.
  • Capability to lead projects or tasks which involve tracking risk and providing constant status or process oversight.
  • Knowledge of DoD acquisition and life cycle management policies, procedures, and practices.
  • Possess an ability to write, review, and staff high-level staff action papers, studies, policies, and acquisition documents.
  • Possess an ability to independently manage, synchronize, and track multiple, complex, and cross-functional actions
  • Possess the ability to communicate effectively, both orally and in writing, among a variety of audiences.
  • Possess comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, and Word.
  • Familiarity with the JPEO-CBRND organizational structure and roles and responsibilities therein.
  • Knowledge and mastery of the JPEO task management and document staffing system,  as well as the Executive-level staffing procedures between the JPEO-CBRND and Chemical and Biological Defense Program (CBDP) stakeholders.
  • Experience supporting a fast-paced work environment and shall meet all assigned deadlines.

The proposed salary range for this position is:

$48,300 - 96,600 USD
