The Digital Modernization Sector of Leidos is seeking an experienced Task Order Program Manager (PM) to join our Defense Enclave Services (DES) team as the DoDNet Innovation and Emerging Technologies (DIET) Task Order Manager.
The Deputy Secretary of Defense designated Defense Information Systems Agency (DISA) as the single service provider to optimize network capabilities for Fourth Estate Defense Agencies and Field Activities (DAFAs). The Fourth Estate Network Optimization (4ENO) program office, under the Endpoint and Customer Service directorate, is centralizing the Common Use Information Technology (IT) infrastructure to optimize network capabilities. DoDNet is the modernized DoD IT network that is reducing redundant IT costs, enhancing cybersecurity posture, and standardizing support services across the 4th Estate. Leidos is partnering with DISA to deliver on this critical mission. The $11-billion 10-year Defense Enclave Services (DES) contract provides network modernization to 22 DAFAs. As a contract vehicle, DES is available for a wide-variety of IT service delivery.
The DIET Task Order is designed to improve the current DES single service provider (SSP) integrated environment to efficiently scale, deliver, and sustain the DES service offering to the 4th Estate customers, to include measurable efforts with implementing automation, strengthening the cyber security posture, pre-positioning the DoDNet environment for scalability, improved performance, reduced redundancies (flattening the network), and increased efficiencies in sustaining the SSP environment.
Primary Responsibilities
Single point-of-contact for the Task Order and will be responsible for the planning, coordination, and management of a Firm Fixed Price (FFP) / Managed Service contract with program oversight of contractual, management, and technical matters.
Lead a team of project managers and engineers to plan and execute critical innovative projects that will improve the overall enterprise DoDNet infrastructure and service offering to the Defense Information Systems Agency (DISA) and the 4th Estate Defense Agencies and Field Activities.
Focus on putting into action the DoDNet Digital Transformation Plan that outlines a roadmap of initiatives that require contractual and budget allocation.
Focus on leveraging existing and new capabilities within DISA to grow into new and adjacent markets areas within DISA, DAFAs, and COCOMs.
Manage cost, schedule, quality and risk to ensure contract requirements are met; provide financial reports, collect and analyze project metrics; prepare and participate in formal and informal reviews, both for customer and Leidos leadership.
Employ interpersonal communication skills necessary to inspire, direct, and manage a large agile development program, with technical personnel of all levels.
Interface with senior DISA leaders and directors to provide status, metrics, and strategic planning based on future projections.
Single point of contact for the Contracting Officer’s Representative (COR).
Direct performance for all aspects of the program/projects including staffing, subcontracts, project control, security, processes, customer relationship plans, and program business rhythms.
Manage CDRL development, review, and submission to ensure on-time and accurate delivery.
Collaborate with business development team to identify and deliver on new business, in alignment with customer strategic priorities and objectives.
Develop and execute a strategy with clear objectives that will ensure the program is “kept sold” and delivers on-contract growth.
Support the new business pipeline from opportunity interest through proposal submission in concert with Business Development and Capture Management leadership.
Initiate and set goals for the program which are aligned with the strategic growth and execution objectives of our Operation.
Supervise all program and project managers and provide feedback and resolve complex problems to ensure successful execution of portfolio.
Basic Qualifications
Bachelor’s degree or equivalent experience and 12+ years of prior relevant experience.
Must possess active DoD SECRET clearance
Proven ability to deliver programs with excellence.
Experience in developing new business opportunities and executing the capture process and proposal development.
Proven ability to develop and successfully execute customer and partner engagement plans.
Preferred Qualifications
Domain expertise in enterprise IT, infrastructure operations, cybersecurity, and service capabilities.
Experience managing and driving program and financial performance of government IT programs.
Experience with large corporation processes including proposals, program reviews and financial reviews.
Experience driving on-contract growth and/or new business opportunities.
Experience driving proposals including developing win strategies, teaming strategies, and pricing strategies.
Relevant advanced degree.
