Essential Functions:

  • Builds and monitors budget expenditures during the fiscal year to ensure compliance with budget limitations; collects data on expenditures, projects budget expenditure trends and deficits and prepares reports; identifies incorrect procedures and charges resulting in budget deficits; makes recommendations to eliminate deficits.
  • Prepares, enters, and tracks requisitions in the City procurement system; includes working with buyers and suppliers.
  • Monitors grant awards received and distributed, grant-funded programs and accounting systems for compliance with grant requirements; prepares and maintains up-to-date records on grant awards and expenditures and grant activities.
  • Monitor and reconcile payroll expenses and ledgers.
  • Review and prepare grant applications for funding programs.
  • Prepare and submit required program and fiscal reports.
  • Assists in the receipt, distribution and tracking of grant funded purchase to fulfill the function of Logistics within the emergency management structure.
  • Leads or supports the procurement of any needed equipment/supplies/resources needed during an emergency/incident whether in the field or the Emergency Operations Center.
  • Represents Baltimore City and the Office of Emergency Management by participating in or attending local and regional meetings, attending working groups, committees, advisory groups, and trainings.
  • This is an essential position requiring staffing of the Emergency Operations Center for planned and no notice events, which may include evenings, weekends, holidays for up to 12-hour shifts.

Minimum Qualifications:     

Education: Have a bachelor’s degree in business administration, Public Administration, Management, or related field from an accredited college or university.

AND 

Experience: Have two years of experience in performing budgetary, fiscal, contract management or accounting work at a professional level.

Previous federal grant experience with particular focus on fiscal reporting and compliance strongly preferred.

Knowledge, Skills, & Abilities: 

  • Knowledge of the basic principles of accounting, budgeting, and fiscal controls.
  • Knowledge of the principles and practices of grant administration.
  • Knowledge of grant compliance and funding requirements.
  • Ability to provide administrative support of homeland security grants using multiple online management systems and to maintain compliance with the policies and procedures of the City of Baltimore, State of Maryland, and various federal authorities.
  • Ability to prepare and present reports or recommendations clearly and concisely.
  • Ability to compile financial and operational data and to analyze charts / reports and budgetary statements.
  • Ability to research and write complex narrative and statistical reports.
  • Ability to work in person.
  • Ability to complete the following training within six months of hire: FEMA Incident Command Trainings including: ICS 100, 200, 300 and 400; NIMS 700 and 800.

Probation 

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
