Job Summary:

To supervise and manage UMMC procurement personnel and activities in accordance with state and federal procurement codes and guidelines and UMMC policy. To oversee the approval and control of procurement functions to provide guidance to customers for obtaining goods and services requested. To supervise category and procurement managers, buyers, office administrative staff, clinical analysts and/or other personnel. Advise department heads and other senior staff regarding state purchasing rules and requirements.

Education & Experience

Education and Experience Required:

Bachelor's degree and five (5) years of experience in supply chain or clinical procurement including two (2) years in a supervisory role.

Certifications, Licenses, or Registration Required:

Valid RN license

Knowledge, Skills, and Abilities:

Responsible for actively leading and supporting UMMC procurement activities.  Oversee decisions designed to reduce operational expense, increase revenue, and improve patient outcomes. Engage staff to seek and facilitate opportunities for standardization, decreased operational expense and increased revenue through category management, procurement, and value analysis.  Ability to analyze procurement activities for compliance with institutional procedures and federal/state guidelines. Knowledge of technical methods, principles and practices to perform procurement activities. Personal computer and related software skills.   Ability to oversee and prepare public bid requests and requests for proposals (RFP) and other appropriate sourcing events.

Responsibilities:

  • Oversee application of procurement management instructions, policies, and procedures; evaluate operational effectiveness and suggest changes required for improvement assign work with objectives, priorities, and deadlines.
  • Monitor product review, evaluation, and selection.  Oversee procurement activity to include sourcing events such as invitations for bids (IFB), requests for quotations (RFQ), request for proposals (RFP), delivery orders, purchase orders, and blanket purchase agreements (BPA).
  • Applies conventional practice to ensure timely procurement of supplies, equipment, and services.
  • Supervise, train and evaluate performance of category management and procurement staff.
  • Ensures procurement business practices are in compliance with university, IHL, its, state and federal regulations and laws.
  • Works with GPOs and suppliers to develop strategic opportunities and partnerships to support established financial targets.
