What You Will Do

Guidehouse is seeking a Human Capital Consultant to join the Defense and Security Segment (D&S) Defense & Intelligence (D&I) Practice Area. The candidate will support a D&I team dedicated to advancing the mission of the Department of Defense (DoD) Chief Information Officer (CIO).   

The Human Capital Consultant will create project deliverables and interact with the client daily to ensure engagement success. This includes supporting day-to-day operational meetings with client sponsors and consulting leaders. The Consultant is expected to have experience managing deliverables, advising clients, and creating effective reports and presentations for the client and internal executives.  

 Typical duties include: 

  • Advanced research, specialized analyses, development, and revision of human capital policies, plans, and processes. 
  • Supporting integration of human capital policy, governance, recruitment, and professional development programs into strategic plans and implementation initiatives. 
  • Possess and apply expertise on multiple complex work assignments. Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks.  
  • Operates with appreciable latitude in developing methodology and presenting solutions to problems. 
  • Contributes to deliverables and performance metrics where applicable. 
  • Conducts organizational studies and evaluations, designs systems and procedures, conducts work simplification and measurement studies, and prepares reports, procedures, draft regulations, guidelines, briefings, and related documentation to assist management in operating more efficiently and effectively.  
  • Performs data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives.  
  • Performs research and prepares and conducts business analyses and studies, needs assessments, requirements analysis/definition and cost/benefit analyses to align business systems, solutions, and initiatives.  
  • Develops, analyzes, evaluates, advises on, and or improves the effectiveness of management controls, processes, information and documentation systems, and similar functions of management. 
  • Develops business methods for problem solving, process change, and solutions implementation ensuring enterprise-wide integration.  
  • Identifies best practices, assesses performance measurement, and research, collect, and verify data and translates it into strategic and operational guidance. 
  • Guides and assists clients through a wide range of management and organizational and business improvement and modernization initiatives. 
  • Supports customer requirements for communication of organizational vision, mission, and strategy.  
  • Prepares background papers, briefings, and speeches; creates web and portal content; and performs similar organizational messaging activities.  
  • Supports customers in the development, implementation, and maintenance of strategy, doctrine, standards, policies, and procedures. 

What You Will Need

  • An ACTIVE and MAINTAINED SECRET Federal or DoD security clearance

  • Bachelor’s Degree

  • FOUR (4) or more years of experience related to human resource management or Workforce Analysis or Human Capital and/or Project/Program Management

What Would Be Nice To Have

  • Five (5) or more years of experience in human capital, policy, or a related field.  
  • Five (5) or more years of experience consulting for government clients, particularly for DOD clients. 
  • One (1) or more certifications in human capital, cyber, policy, or a related field. 
  • Ability to adapt quickly and develop successful professional relationships. 
  • Ability to assume ownership of significant portions of tasks while collaborating with a close-knit team. 
  • Ability to utilize flexible approaches to identify client challenges and solutions. 
  • Proficiency in data analysis and visualization tools (e.g., Power BI, Tableau). 
  • Experience developing and redesigning processes to meet evolving business requirements. 
  • Strong interpersonal skills with the ability to effectively communicate with stakeholders at all levels.  
  • Ability to work independently in a dynamic, fast-paced environment. 
  • Signature of a letter of commitment for work expected to start in or around September 2024. 
  • Reside in the National Capital Region (DC, Maryland, or Virginia). 
  • Ability to work onsite at client location(s). 
  • Ability to travel as needed.  
  • Excellent communication skills, both written and verbal, across all levels of business. 
  • Strong analytical and problem-solving skills.  
  • Advanced proficiency with common office software tools (e.g., MS Office: Word, Excel, PowerPoint).  
  • Ability to lead several tasks simultaneously, prioritize and plan work activities while meeting respective deadlines. 
  • Ability to adapt quickly and respond promptly to new information and changing scope in various environments.
