The Digital Modernization Sector in Windsor Mill, MD in support of the End User Centric IT Support (ECIS) Contract for Centers for Medicare and Medicaid Services (CMS) is looking to improve and advance the organization. Our program is focused on the delivery of end-user centric IT technology solution to our customer CMS where we are challenged to provide ongoing innovative and seamless experience while using CMS systems, applications and solutions, provide proactive secure development of IT integrations, concepts, and designs across the CMS enterprise and integrate end-user computing devices, conference room technology, infrastructure hardware and software, and user applications into a streamlined and seamless experience across the CMS user base. We foster a positive end-user experience while ensuring protection of the data.    The successful candidate will work within an Agile ITIL environment with a large focus on DevOps. The candidate will be a member of the ECIS Solutions Architect Team providing Subject Matter Expert support for the AWS Cloud Environment. You’ll play a pivotal role in designing, developing, and delivering cutting-edge software solutions that drive innovation and enhance the user experience across a wide range of AWS products and services.  Independently develop solutions, approaches, or make recommendations to resolve a wide range of complex or difficult problems for both internal/external customers including vendors. These processes and production requirements often require a flexible work schedule.  The Candidate may need to give presentations from time to time and often this entails producing well written technical documents specific to the customer's environment and objectives. The candidate will participate in scrum sprint activities as needed for AWS related solutions.  Candidate must be able to speak clearly and communicate effectively (both written and verbally) with a customer's technical staff as well as Senior Management.  Additional responsibilities will include troubleshooting and working with other technical functional groups i.e., Service Desk, Datacomm, EUA, Security and Engineering Team for all supported technical issues.

Primary Responsibilities

The Leidos ECIS2 program is seeking an AWS Engineer to provide immediate staffing for the FIGJAM proof of concept (Phase 1).  This project supports the Centers for Medicare/Medicaid Services (CMS).

The FIGJAM tool is intended to assist an FOIA analyst with specific steps in their workflow to review documents and respond to a records request.  FOIA has standard exemptions for information not suitable for public release, including Personal Identifiable Information and privileged information.

The Proof of Concept is focused on recommending redaction steps (based on the standard FOIA exemptions) for an incoming set of documents that have been identified as responsive to an external FOIA request.  Documents will be in PDF form and AWS tools will be used to parse and analyze the documents.

The candidate will work as part of the project team to implement the development pipeline (consistent with DevOps/SecDevOps practices) and the supporting infrastructure for the proof-of-concept UI/UX.

Basic Qualifications

Under the direction of the Architect Lead, Product Manager, Program Manager and Deputy Program Manager, your responsibilities are, to include, but not limited to:

  • BS Degree and 8 years of experience. Additional years of experience may be substituted in lieu of degree.
  • Experience with DevOps/SecDevOps methodologies
  • Ensuring solutions are scalable, secure, and aligned with business objectives.
  • Provide technical guidance to junior engineers and project teams.
  • Architect scalable, secure, and maintainable solutions.
  • Work closely with other teams to ensure seamless integration and alignment.
  • Champion a collaborative culture, sharing knowledge and fostering innovation.
  • Assist in the development of concise and accurate engineering documentation on current and proposed cloud environments including Visio Diagrams, As-Built documents, recommendations for solutions, run books, knowledge guides, and other operations guides.
  • Work with little or no supervision, provide guidance to the team when necessary, and be able to adapt to changing requirements.
  • Participate as required with Agile Scrum sprints and other Agile Ceremonies.
  • Good communication skills including verbal, presentation, and technical writing to communicate with the contractor team and involved Government personnel at all levels.
  • Stay up-to-date with the latest AWS solutions and best practices.
  • Experience with Python
  • Experience with accessing Linux-based systems/containers in an AWS environment
  • Experience with Infrastructure as Code. Experience developing and deploying Infrastructure components either using CDK, Cloud Formation Stacks or Terraform.
  • Experience with Lambda and Step Functions. Develop step functions, lambda functions and modifying existing step and lambda functions.
  • General knowledge AWS Infrastructure. Deploying and maintaining standard AWS Infrastructure components such as S3 buckets, EC2 instances, AWS Firewalls, Security Groups, Cloud Front, etc..
  • Experience designing and building application environments on AWS, which includes working with services like EC2, ELB, RDS, and S3
  • Experience building and maintaining cloud-native applications
  • Experience using DevOps tools in a cloud environment, such as Ansible, Artifactory, Docker, GitHub, JenkinsKubernetes, Maven, and Sonar Qube.
  • Experience installing and configuring different application servers such as JBoss, Tomcat, and WebLogic.

Preferred Qualifications

  • AWS Security- ability to work in an environment where security restrictions have been pushed down.
  • General knowledge of AWS management and data pipelining.
  • Knowledge of AWS Bedrock and Sage Maker
  • AWS Solution Architect (Associate) certification or similar basic AWS certifications
  • Experience in developing an AWS application with entire workflow of tracking each step
  • Experience working in an Agile team that typically uses techniques both from Scrum and from Kanban

Must be able to obtain and maintain a public trust clearance.

All candidates supporting the CMS programs must have lived in the United States at least three (3) out of the last five (5) years prior in order to be considered

Pay Range:

Pay Range $101,400.00 - $183,300.00
