The Opportunity:

As an AFRICOM Electronic Warfare (EW) Planner, you will provide Joint Electromagnetic Spectrum Operations (JEMSO) and special activity support to AFRICOM. You will conduct research, advise on implementation of EW capabilities, and develop and review EW CONOPS You will analyze friendly and adversary operations, capabilities, objectives, and gaps as they pertain to the overall Information Operations mission and produce operational assessments to drive future and current operational and strategic planning.

 
Responsibilities:

  • Integrate and synchronize theater EW efforts into IO plans and operations in support of current and future OPLANs, CONPLANs, OPORDs, etc.
  • Develop and provide input to plans, orders, and CONOPs.
  • Assist in JEMSO management.
  • Review all EW and JEMSO activities to ensure they are in accordance with command guidance.
  • Assist with the analysis and implementation of EW.
  • Support the implementation and operation of a JEMSO cell.
  • Provide JEMSO subject matter expertise.
  • Assist with the development of Continuity of Operations (CONOPS) for EW capabilities that will enhance warfighting capabilities.
  • Identify and advocate for AFRICOM utilization of EW capabilities to enhance current operations, crisis response, and FP.
  • Coordinate with other EW stakeholders across AFRICOM, DoD, and the broader interagency community to foster innovative solutions to improve processes and procedures and to promote EW and IO objectives.
  • Prepare briefings and provide responses to Requests for Information (RFIs) as required by AFRICOM.
  • Support EW-focused assessment efforts which include assisting with the development of tailored MOE and MOP.
  • Develop, nominate, and coordinate requirements within AFRICOM and with the JS, other Combatant Commands, and other Government stakeholders.
  • Draft and maintain SOPs to facilitate multi-domain support to AFRICOM.
  • Review program regulations, identify and draft potential changes and edits in coordination with AFRICOM.
  • Assist with ACCM planning activities.



Qualifications:

Required: 

  • Minimum of current Top Secret Security Clearance with SCI eligibility.
  • Education: Masters degree and over 10 years of relevant experience, or a bachelor's degree and 18 years of relevant experience, or 22 years of relevant work experience. ((Senior Level))
  • 10 years of experience as an Operations Planner at Joint Staff (JS), Office of the Secretary of Defense (OSD), CCMD, TSOC, Component, Service, or Agency Staff.
  • 5 years of experience as an Electronic Warfare Planner (Strategy, Plans, Policy, Resources, etc.), managing Joint Electromagnetic Spectrum Operations (JEMSO).
  • Joint/Service Electronic Warfare operations planning courses may be substituted for 2 years of Operations Planner experience and/or specialized education in military joint planning.
  • Complete working knowledge of the Joint Planning Process (JPP), Joint Operation Planning and Execution System (JOPES), and APEX planning formats and guidance.
  • Excellent written and verbal communications and briefing skills.
  • Experience with Microsoft Office Applications.

  • Direct experience working in the AFRICOM AOR.

The proposed salary range for this position is:

$82,100 - 172,400 USD
