The Program Manager - Modernization & Enablement (Senior, or Lead) is a critical individual contributor who works directly in support of the Modernization Office Leader to advance Digital Services transformation agenda. In this role, you serve as both a program management practitioner and a change enablement partner—ensuring that modernization initiatives are not only well-organized and on-track, but that the people and teams responsible for executing them are equipped, aligned, and genuinely ready to operate differently. This person will play a critical role in ultimately ensuring everyone is moving toward our modernization ‘north star’ at pace, but also as a collective group in Seattle, WA; Denver, CO; Plano, TX

This role carries two primary areas of focus that define how you will spend your time. The first is structured program management—bringing discipline, visibility, and coordination to the portfolio of transformation initiatives managed by the Modernization Office. The second is change strategy and people enablement—designing and delivering the approaches that help product teams adopt new ways of working and sustain them over time. Both are equally critical to the success of this role and the broader transformation.

You will serve as a trusted extension of the Modernization Office Leader, helping to operationalize strategic direction, maintain organizational momentum, and ensure that executive intent translates into tangible, measurable progress across the business. Success in this role means the modernization roadmap is visible and trusted, product teams feel equipped rather than simply informed, and Digital Services demonstrates meaningful shifts in how it delivers value to its customers.

Position Responsibilities

Program Management & Delivery Coordination

  • Excellent written and verbal communication skills; able to translate complex program information into clear, compelling narratives for diverse audiences.

  • Work closely with the Modernization Office Leader to translate strategic priorities into organized, executable program plans—maintaining visibility across active initiatives and surfacing issues or trade-offs that require leadership attention.

  • Prepare clear, concise program updates and decision-ready materials that keep the Modernization Office Lead and executive stakeholders informed and aligned.

  • Own and maintain the Modernization Office program roadmap—tracking initiatives, milestones, dependencies, and delivery risks across product teams.

  • Manage the transformation backlog: intake, prioritization, sequencing, and progress reporting aligned to executive priorities.

  • Establish and sustain program governance rhythms including planning cadences, portfolio reviews, retrospectives, and steering committee reporting.

  • Proactively identify and resolve blockers, cross-team dependencies, and delivery bottlenecks before they escalate.

  • Build and maintain program artifacts—charters, RACI matrices, risk logs, decision registers, and milestone trackers—that create accountability and shared understanding across teams.

Change Strategy & People Enablement

  • Develops executing change management or people enablement strategies with measurable adoption outcomes.

  • Develop and execute change management strategies that support the adoption of new operating models, product delivery practices, and ways of working across the organization.

  • Comfortable operating across levels of the organization—from executive stakeholders to frontline product teams—with equal credibility and effectiveness.

  • Assess organizational readiness and stakeholder impact for transformation initiatives; design targeted engagement and enablement plans in response.

  • Partner closely with product teams as an internal enablement resource—helping them understand, internalize, and operate effectively within modernized ways of working.

  • Design and deliver structured communications—internal updates, team-facing narratives, and leadership briefings—that build shared understanding and sustain momentum throughout the transformation.

  • Create enablement materials, playbooks, and training content that equip teams to sustain change independently over time.

  • Foster a culture of transparency and continuous improvement by surfacing friction, reinforcing progress, and consistently connecting teams back to the purpose behind the transformation.

  • Work hand-in-hand with product managers, helping to create the necessary product templates, tools, and AI development (e.g., PRDs) artifacts needed to operate in AI ways of working

Stakeholder Engagement & Executive Partnership

  • Serve as a credible liaison between executive leadership and product teams—translating strategy into actionable direction and translating ground-level reality into leadership insight.

  • Build trust across the organization through consistent follow-through, clear communication, and a genuine understanding of both business context and human dynamics.

  • Support the Modernization Office Lead in preparing for and facilitating key leadership discussions, including prioritization trade-offs and transformation milestone reviews.

  • Monitor stakeholder sentiment and adoption indicators to proactively surface risks and recommend adjustments to approach.

Program Maturity & Continuous Improvement

  • Continuously evaluate and improve Modernization Office processes—intake, planning, delivery, and retrospectives—to increase team effectiveness over time.

  • Capture and codify lessons learned, emerging practices, and program patterns into reusable frameworks and institutional knowledge.

  • Track adoption metrics, delivery KPIs, and change health indicators to surface progress and guide course corrections.

  • Stay current on trends in transformation, agile delivery, organizational change, and product operating models; bring relevant insights back to the Modernization Office.

Basic Qualifications

  • 5+ years of experience in program management, transformation, change management, or a combination of these disciplines.

  • 5+ years of experience in product management, including writing stories, using tooling (e.g., Jira, Pendo), and working with technical delivery teams in building new products

  • Experience managing complex, cross-functional programs with multiple concurrent workstreams.

  • Experience with program and project management tools (e.g., Jira, Confluence, Asana, Smartsheet, or equivalent).

Preferred Qualifications

  • 7 or more years' related work experience or an equivalent combination of education and experience

  • Experience working within a formal transformation office, PMO, or product modernization program.

  • Bachelor’s degree in business, Organizational Development, Communications, or a related field.

  • Background in AI delivery environments or supporting teams transitioning to AI / automated ways of working.

  • Familiarity with change management frameworks (e.g., Prosci/ADKAR, Kotter, or equivalent)—applied experience preferred over certification alone.

  • Experience working in technology or with software development teams

Pay is based upon candidate experience and qualifications, as well as market and business considerations. 

Summary pay range for senior level: 126,650 – 171,350

Summary pay range for lead level: 156,400 – 211,600
