The Manager, Policy supports the Deputy Chief of Staff, Policy in advancing enterprise-wide initiatives at the intersection of civic engagement, leadership development, and strategic coordination. This role helps design and operationalize programs that strengthen organizational understanding of public-sector dynamics, build internal capacity around civic priorities, and support cross-sector collaboration. The Manager serves as a key partner in developing educational content, driving stakeholder engagement, and ensuring alignment between internal strategies and emerging external opportunities.

Duties and responsibilities, as they align to Ryan’s Key Results

People:

  • Coordinate subject-matter experts, partners, and contributors to ensure high-quality program delivery.

  • Support the Deputy Chief of Staff, Policy in convening civic, nonprofit, business, and community partners around shared priorities.

  • Assist in managing relationships with civic leaders, community partners, and cross-sector collaborators.

  • Support internal messaging and engagement strategies related to civic initiatives and policy programs.

Client:

  • Support the design and implementation of educational programming that enhances organizational understanding of civic processes, governance structures, and policy environments.

  • Develop learning modules, materials, and frameworks that prepare internal and external participants for effective civic and community engagement.

  • Assist in identifying areas where public-private collaboration can advance organizational goals and community impact.

  • Help translate external insights into actionable internal strategies.

  • Prepare briefings, summaries, and communication materials that support executive decision-making and stakeholder alignment.

Value:

  • Conduct landscape scans, comparative research, and issue analysis to inform program design and strategic planning.

  • Monitor emerging trends in governance, civic engagement, and public-sector innovation to support proactive organizational positioning.

  • Manage timelines, logistics, and coordination for civic engagement programs and policy-related initiatives.

  • Track progress, outcomes, and feedback to support continuous improvement.

  • Ensure alignment between program activities and broader organizational priorities.

Education and Experience:

  • Bachelor’s degree in business or public administration or equivalent work- or education-related experience.

  • Experience in public policy, civic engagement, leadership development, nonprofit management, or related fields.

  • Commitment to nonpartisan, solutions-oriented civic engagement and organizational excellence.

Computer Skills:

  • To perform this job successfully, an individual must have intermediate skills in Microsoft® Office (WORD, Excel, Powerpoint and Outlook), using the Internet for research.

Required Skills:

  • Strong project management and organizational skills with the ability to coordinate complex initiatives.

  • Excellent written and verbal communication skills, with the ability to synthesize complex information.

  • Demonstrated ability to work across sectors and build collaborative relationships.

Certificates and Licenses:

  • Valid driver’s license required.

Work Environment:

  • Standard indoor working environment.

  • Long periods of sitting while working at computer.

  • Occasional long periods of standing.

  • Must be able to lift, carry, push, or pull up to 30 lbs. 

  • Position requires regular interaction with employees and vendors both in person and via e-mail and telephone.

  • Independent travel requirement: up to 25%.
