Job Description:
Reporting to the Senior Manager, HR Data Management, the Business Information Management Specialist is a Data Management leader within Human Resources. Works independently as a senior lead and may manage and direct activities related to analysis, design, and support of business data management solutions.
Success will be measured by the successful establishment of Human Resources data management. The role is responsible for aiding the HR business and its journeys to transform their data management processes.
Accountabilities includes:
· Help in establishing the Data Management standards and processes for the HR business.
· Develop and maintain relationships with Enterprise Data Management office, and other stakeholders to support data management initiatives.
· Stay current on industry trends and best practices, implementing new tools and methodologies as needed.
· Analyze and understand HR business and HR data requirements to develop complete solutions, including data models (entity relationship diagrams, dimensional data models) and HR business rules, data life-cycle management, governance, lineage, metadata and reporting elements.
· Design and implement complex HR data information management frameworks to provide a solution that meets business requirements.
· Collaborate with technology and HR partners to resolve issues and ensure requirements and established SLAs.
· Work closely with various technology/project teams to understand HR data and provide analysis and requirements to ensure the data management activities are aligned with enterprise standards.
· Establish and implement processes aligned to data information management standards and ensure data quality (e.g., rules / thresholds / assessments, etc.) and requirements are developed.
· Develop and maintain knowledge of data available from upstream sources and data within various platforms and data assets.
· Identify critical data / critical data elements to support HR data governance and/or data management frameworks / programs.
· Ensure HR data and information is retained and disposed in compliance with enterprise data standards, policies, and guidelines.
· Perform data profiling using TD tooling and ad hoc system query languages to validate data analysis.
· Provide support throughout data lifecycle to resolve data issues and support user community by helping users interpret the data.
· Lead the investigation of root causes for data issues and ensure data issues are resolved.
· Identify and/or define knowledge transfer and data expertise activities to support HR teams using the information management solutions.
· Adhere to enterprise frameworks or methodologies that relate to data activities for HR.
· Participate in cross-functional / enterprise / initiatives as a subject matter expert helping to identify risk / provide guidance for complex situations.

EXPERIENCE & EDUCATION
· Undergraduate Degree in a Technical Discipline (e.g. Engineering, Data Science, Computer Science)
· 8+ years relevant experience with large program/project delivery with enterprise impact
· 6+ years relevant experience in Data Governance, Data Management, and/or Data Quality
· Strong skill in managing partners and stakeholders to ensure solutions meet strategic direction, business and technical requirements, budget, scalability and architectural goals with risks and impacts considered.
· Knowledge and experience of the financial services industry, banking and insurance products, corporate finance, risk management, statutory reporting practices, and regulatory compliance practices and the data that supports it.
· Knowledge and experience of data discovery, data classification, de-identification, and anonymization tools and techniques including understanding of in-house and third-party architectures.
· Ability to quickly gain understanding of the TD Data Risk, Privacy, Compliance, and Legal control functions and TD as a whole with expertise and specialized knowledge of data concepts and related technology and tools.
