Job Summary:

The Director, CBO Partnerships is responsible for leading and executing community engagement strategies to support RFP responses. This role focuses on collaborating with community-based organizations (CBOs) to meet the social determinants of health and state RFP requirements.

Essential Functions:

  • Lead the strategic planning and execution of community engagement initiatives related to state specific RFP guidelines

  • Cultivate and manage relationships with CBOs, advocacy groups, and key community stakeholders to strengthen proposal submissions.

  • Oversee the development of RFP responses, focusing on community-based solutions that meet Medicaid and state-specific requirements.

  • Collaborate with internal and external teams to ensure the delivery of value-based community programs aligned with company goals.

  • Provide insights on local community challenges and opportunities through market research and data analysis.

  • Actively participate in and complete cross-training in all community development functions, including retail partnerships, human trafficking initiatives, faith-based forums and national partners events in order to execute programs, partners, events for these areas when preparing pre-ground game for the RFP

  • Act as a liaison between community partners and internal departments to facilitate seamless communication and project execution with MOUs and contracting.

  • Drive community outreach efforts, including public forums, focus groups, and town halls, to engage key stakeholders and gather community input.

  • Ensure compliance with Medicaid guidelines, state regulations, and company policies throughout the RFP process.

  • Monitor community engagement metrics and KPIs, providing regular reporting to senior leadership.

  • Coordinate and lead community-focused events and presentations to support business development goals and show thought leadership to represent CareSource in the community.

  • Work closely with Executive leadership to align engagement strategies with larger business development objectives.

  • Assist with logistical tasks, including the ability to lift and move event materials, ensuring seamless execution of conference and community outreach activities.

  • Strong interpersonal skills with the ability to engage confidently in diverse settings, including public forums and partner meetings.  Continuously developing rapport-building techniques to enhance community relationships.

  • Ability to professionally represent the organization on social media platforms, including LinkedIn and Facebook, to foster community partnerships, engage with stakeholders and promote organizational initiatives.

  • Perform any other job-related instructions as requested

Education and Experience:

  • Bachelor’s degree in public health, Business Administration, Social Work, or a related field is required. Master’s degree is preferred.

  • A minimum seven (7) years of experience in community engagement, business development, or RFP management, preferably within Medicaid managed care or a similar healthcare environment is required

  • Strong track record of leading RFP responses and securing successful contracts is preferred

Competencies, Knowledge and Skills:

  • Deep understanding of Medicaid managed care programs, including social determinants of health and state RFP requirements.

  • Proven experience working with CBOs, community partners, and state agencies on Medicaid programs.

  • Excellent verbal and written communication skills, with ability to present complex ideas to diverse audiences.

  • Strong project management skills with the ability to handle multiple priorities in a fast-paced environment.

  • Ability to think critically and problem-solve in high-pressure situations, with the flexibility to pivot strategies as needed.

  • Strong relationship-building skills, with the ability to engage and influence community stakeholders and internal teams

  • Proficiency in Microsoft Office Suite, especially Word, Excel and PowerPoint.

  • Familiarity with CRM software and RFP tracking tools.

  • Knowledge of state and federal Medicaid regulations and health equity principles.

  • Ability to work independently and as a part of a collaborative team.

  • Well-connected social media presence

Licensure and Certification:

  • Certification in Project Management (PMP) or Certified Health Education Specialist (CHES) is preferred.

  • Current, unrestricted Driver’s License in good standing is required.  Employment in this position is conditional pending successful clearance of a driver’s license record check.  If the driver’s license record results are unacceptable, the offer will be withdrawn or, if employee has started employment in this position, employment in this position will be terminated.

Working Conditions:

  • Travel: 50% travel required, including market submersion in states as needed to engage with local communities and partners.

  • Fast-paced environment: Must be able to adapt rapidly changing situations and think quickly on your feet.

  • Will involve extended work hours during peak times, such as RFP submission deadlines or rehearsal for oral presentations with the state.

  • Role will require participation in community events, trade shows, conferences, etc. during evening and weekends.

Compensation Range:

$108,600.00 - $190,000.00
