Responsible for all program level financial analysis and reporting. Requirements may include: program cost control and management using cost baselines, revenue and profit recognition and forecasting, customer reporting and invoicing support, direct and indirect rate analysis, annual and multi-year planning, monthly forecasting, program compliance with FAR and GAAP regulations, and program initial set up to include project codes with work breakdown structure and billing set up.


Job Overview


AFRICOM J1 requires an integrated joint dashboard that incorporates manpower documents, awards, evaluations, personnel accountability tracking to provide daily visibility across the command with as near to real time reporting as possible. It is essential to incorporate official DoD systems into the dashboard. The dashboard should incorporate military, contractor and Department of Defense civilian data. Ideally the system should have the capability to operate on both unclassified and classified operating systems. This position is not remote and is based in Stuttgart, Germany.


The candidate shall collect financial data from multiple sources, such as, but not limited to General Fund Enterprise Business Systems (GFEBS), Fourth Estate Manpower Tracking System (FMTS), Defense Civilian Personnel Advisory Service (DCPDS), Joint Personnel Accountability and Assessment System (JPAAS) and Service Systems. The Contractor shall provide datasets and reports to management on a recurring or on-request frequency.


Examples of data to be pulled, and reports to be generated follow:


•    Pull data from manpower and personnel systems (GFEBS and JPAAS) for daily status of manning reports by (1) manpower and personnel level, and (2) roll report up to Command level.
•    Provide access to raw manpower and personnel data archives going back to legacy system
•    Pull data (at document number level) for conducting Quarterly Personnel Laydown (QPL) and Command Personnel Laydown
•    Pull iDoc reports (Civilian Personnel Online (CPOL), DCPDS, GFEBS, FMTS, Deployed Theater Accountability System (DTAS), Military Personnel Data System (MilPDS), electronic Military Personnel Office (e-MILPO), Table of Distribution and Allowances (TDA), Unit Manning Document (UMD), Army Manning Document (AMD), Table of Organization & Equipment (TO&E).


•    Provide Unmatched Personnel reports
•    Pull HQ accountability and AFRICOM Area of Responsibility (AOR) reports
•    Provide data comparisons & reconciliations
•    Provide a Share drive and pull data from old share point drive
•    Provide and maintain J1 Manpower and Personnel dashboard
•    Provide reports utilizing several data sources including GFEBS, CPOL, FMTS, JPAAS, DCPDS, and other data sources as needed to provide reporting and decision analytical tools
•    Perform ad-hoc reporting as required for taskers and special assignments
•    Compile data into excel spreadsheets, MS Access documents and PowerPoint charts for the J1 Directorate briefings


You Bring These Qualifications


•    Active Secret Clearances (iminium). No Waiver. Applicant must posses at least Secret Clearance to apply.
•    Pass TESA: BA/BS +3 yrs. recent specialized or AA/AS +7 yrs. recent specialized or a major cert + 7 yrs. recent specialized or 11 years of recent specialized
•    Provide expert software programming in Python
•    Provide the ability to manipulate reporting in ADVANA
•    Manipulate reports in Microsoft Power Apps and other Microsoft platforms
•    Work with the AFRICOM Microsoft, and ADVANA teams
•    Find the key fields that link each data set (the human resources databases EMPRES, BOBi, etc, FMTS, and the service documents) together and build visualization tools and reports to answer the requirements of the Government.


Summary


The Government will facilitate collaboration with the Microsoft team to build the linkage between the data sets.  The final solution will include automation and daily oversight of the products.


•    Dashboard Support:


The candidate shall work with the government to create a dynamic dashboard for the visualization of manpower metrics, using Microsoft Power Business Intelligence (MS Power BI), or similar tool licensed to the U.S. Government. The contractor shall train U.S. Government management employees on the creation, maintenance, and use of dashboard tool.


•    SharePoint Support:


The candidate shall perform the duties of SharePoint administrator for the J1 staff, creating sites, pages, libraries, lists, workflows, and managing permission, and groups. The contractor shall maintain documentation to detail support for mission owner tasks (i.e. supported services, processes, configurations, access controls, systems, networks, equipment) through Standard Operating Procedures (SOP’s), Architecture Views other mission owner approved forms.

The proposed salary range for this position is:

$75,200 - 158,100 USD
