Keystone Human Services is seeking a Program Manager to join our Global Programs and Advocacy team. Founded in 1972 and headquartered in Harrisburg, Pennsylvania, Keystone Human Services is a multi-national human services organization providing advocacy, services, and community-based supports in early childhood education, mental health, autism, and intellectual, developmental, cognitive, and physical disability.

The Program Manager leads the management and administration of specific grants from inception to completion. This position oversees program teams, ensures effective implementation, and serves as a key liaison between donors and subrecipients, and Keystone Human Services International headquarters and country offices.

Key Responsibilities:

  • Manage and administer assigned grants throughout their lifecycle
  • Oversee and support country offices and program teams to ensure high-quality implementation
  • Contribute to the design of new programs and development of grant applications
  • Strengthen internal processes, communications, and training programs, in particular, capacity-building support to country offices
  • Lead Monitoring, Evaluation, and Learning (MEL/MEAL) initiatives
  • Serve on the executive team of the President & CEO of Keystone Human Services International
  • Act as the primary liaison with donors, subrecipients, and internal stakeholders
  • Manage, compile, and submit key grant deliverables and reports on time and according to schedule
  • Ensure program effectiveness, sustainability, and alignment with Keystone Human Services’ mission

Qualifications:

  • Bachelor's degree in finance, business administration, international development, nonprofit management, or a related field; Master’s degree in a related field is preferred
  • Five to seven years of experience in program and grants management, preferably with US federally-funded projects or other bilateral donors and international development initiatives
  • Demonstrated financial management experience in developing and administering program budgets
  • Proficiency in grants financial management and budgetary control
  • Strong expertise and fluency with grant regulations, compliance standards, and reporting requirements
  • Excellent communication skills with the ability to effectively interact with diverse stakeholders
  • Detail-oriented with strong analytical and problem-solving abilities
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals
  • Ability to work out of the Harrisburg office one day per month
  • Valid passport
