Position Summary

The Executive Director, CFO Texas Medicaid Market role will function as the CFO for the Texas Medicaid Health Plan, and will lead the respective markets’ ability to achieve its financial and strategic goals by managing and driving business actions and financial goals across the Plan, Aetna Medicaid segment and Aetna Health Care Business unit.  The CFO of the Texas Medicaid Health Plan will be responsible for managing the performance of over $3B in annual revenue as well as serve as a leader within the Texas Medicaid program since Aetna will be a market share leader within the statewide program.

The Market CFO will:

  • Partner with the Texas Medicaid CEO and be an integral part of the Texas Medicaid C-suite team to maintain financial and operational control of the business.  

  • Lead a team of 10+ Finance professionals responsible for managing the financial close, forecasting and planning processes, as well as manage standard and ad hoc financial report submissions to and audit reviews by the State Medicaid Agency.

  • Leverage prior experience to ensure the quality and integrity of P&L/cost center owner level reporting, membership and/or expense forecasts, product reporting and balance sheet reporting. 

  • Collaborate with constituent areas including Actuarial, Service Operations, Clinical, Network and Medical Economics to execute on growth and expense management priorities.

  • Be a strong leader with demonstrated executive presence and positive energy within the Company and with external stakeholders (Texas Health and Human Services Corporation (HHSC) and Texas Association of Health Plans (TAHP).

  • Collaboration with the MCO Coalition partner Plans and lead others outside the Company toward the shared success of the Medicaid program(s). 

  • Developing and presenting new opportunity business cases to senior leaders

  • Provider contracting negotiations, including fully/partially capitated, value-based, risk sharing and profit sharing arrangements.


Required Qualifications

  • 8+ yrs experience in Healthcare or insurance

  • Experience in P&L management and leadership with budgets, forecasts,

  • Experience in development of plans and identification of risks and opportunities

  • P&L ownership and key financial metrics

  • Experienced leader in building teams, developing employees and hiring

  • Travel up to 25%

  • Ability to work Hybrid Model (in office Tuesday / Wednesday /Thursday) in the Austin or Dallas office

  • Medicaid product pricing

  • Health Plan Operations

  • Provider contracting and reimbursement methodologies

  • Medicaid, Medicare or Commercial health insurance products and financial drivers

  • Experience in Financial analysis, trends, projections and analytics

Pay Range

The typical pay range for this role is:

$131,500.00 - $303,195.00


This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.  The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors.  This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.  This position also includes an award target in the company’s equity award program.
