We’re looking for a proactive Senior Cost To Employ Analyst to join our Commercial Services & Assurance team and play a pivotal role in managing and optimising people costs across our Alliance partnerships. 

As a Senior CTE Analyst, you’ll lead the development and governance of Cost to Employ (CTE) rates, ensuring compliance with contractual agreements and supporting strategic workforce decisions. You’ll work closely with Finance, HR, and commercial teams across multiple alliances to drive consistency, fairness, and efficiency in recruitment and reward practices. 

This is a varied and impactful role that blends data analysis, stakeholder engagement, audit oversight, and continuous improvement. 

 

Key responsibilities: 

  • Lead the approval and governance of CTE rates across all alliance partners 

  • Maintain SAP records and ensure data accuracy and compliance with privacy standards 

  • Conduct annual audits of partner systems and produce detailed reports 

  • Oversee the Service Instruction Order (SIO) process to ensure consistent recruitment practices 

  • Develop and maintain pan-alliance salary bandings to support fair and competitive hiring 

  • Provide coaching and direction to improve quality assurance processes 

  • Support audit readiness and maintain strategic commercial relationships 

  • Drive continuous improvement in data handling, reporting, and recruitment efficiency 

 

What does it take to be a Senior CTE Analyst? 

Qualifications & Experience: 

  • Strong background in commercial data analysis and workforce planning including knowledge of Payroll, Salary Sacrifice and National Insurance thresholds. 

  • Experience working with SAP and managing large datasets 

  • Proven ability to lead audits and ensure compliance with contractual and privacy standards 

  • Experience collaborating across HR, finance, and commercial teams 

Skills & Knowledge: 

  • Excellent analytical and communication skills 

  • Strong understanding of reward structures and cost modelling 

  • Ability to influence stakeholders and drive process improvements 

  • Skilled in developing and maintaining management information systems
