UPS Digital is currently undergoing a large-scale unification of engineering capabilities from three merging companies and product groups, creating one cohesive digital engineering organization. This transformation represents a shift from a traditional IT-centric delivery model to a modern, outcome-driven product development model supported by robust engineering practices, governance, and operational excellence.

We are also expanding our global execution footprint by leveraging the UPS Global Capability Center (GCC), establishing shared geography delivery models that blend global talent with consistent engineering standards, governance, and quality frameworks.

The Engineering Operations & Governance function is being newly built to harmonize these teams, elevate engineering maturity, and implement best-in-class practices aligned with the speed of digital competitors—while staying fully aligned with UPS’s enterprise standards and operational rigor.

Role Summary

The Director, Engineering Operations & Governance is a senior leader responsible for establishing and scaling the operational backbone of UPS Digital’s engineering organization. This role oversees the Engineering PMO, standardization of engineering processes, shared QA and BA organizations, release governance, and engineering financial management.

You will unify operations across three merging companies, drive the shift to a modern product-engineering model, operationalize UPS’s GCC execution strategy, and institutionalize industry-leading practices across the division.

This is a high-impact role shaping how UPS Digital builds software, ships products, ensures quality, and plans engineering scale.

Key Responsibilities

1. Engineering PMO Leadership

  • Lead and mature the Engineering PMO across portfolio planning, quarterly planning, OKR cadence, roadmap governance, and program delivery.
  • Create standardized cross-organizational execution frameworks (Agile, SAFe-inspired, Lean).
  • Drive dependency management, risk tracking, milestone visibility, and executive reporting.

2. Process Standardization & Engineering Governance

  • Build and implement unified engineering standards across three merging companies.
  • Define and maintain SDLC, change management, quality gates, and release governance.
  • Create governing bodies (e.g., Architecture Review Board, Change Advisory Board, Release Governance Council).
  • Ensure alignment with UPS enterprise technology, security, and compliance frameworks.

3. Shared Services Management: QA, BA, Release Management

  • Build and oversee centralized QA, BA, and Release Management teams across geographies.
  • Establish test strategies, automation maturity roadmap, and quality KPIs.
  • Define release readiness criteria, deployment playbooks, rollback guidelines, and production governance.
  • Ensure BAs deliver consistent requirements quality, documentation standards, and discovery support.

4. Engineering Budgeting & Resource Planning

  • Own engineering budgeting, quarterly financial forecasting, and vendor spend management.
  • Develop staffing models blending internal teams, GCC resources, and strategic vendors.
  • Track engineering productivity, cost efficiency, and ROI.
  • Provide transparent financial reporting to senior leadership.

5. Metrics, Analytics & Engineering Tooling

  • Define engineering KPIs across delivery speed, quality, reliability, cost, and satisfaction.
  • Drive adoption of tools for planning, CI/CD, QA automation, documentation, and observability.
  • Deliver dashboards and insights enabling data-driven improvements in engineering performance.

6. Global Delivery & GCC Operating Model

  • Define ways of working between US-based product teams and GCC-based engineering teams.
  • Standardize Agile ceremonies, communication rhythms, and handoff practices across time zones.
  • Ensure consistent engineering quality, shared ownership, and accountability regardless of geography.

7. Change Leadership & Cross-Functional Alignment

  • Act as a change agent leading the shift from an IT mindset to a modern product development culture.
  • Partner closely with Product, Architecture, Finance, Security, and Vendor Management.
  • Promote operational discipline, transparency, continuous improvement, and engineering excellence.

Qualifications Required

  • 12+ years in software engineering operations, PMO leadership, technology governance, or engineering management.
  • 5+ years leading multi-disciplinary engineering operations functions.
  • Proven experience standardizing processes across multiple business units or merged companies.
  • Experience transitioning organizations from project/IT models to modern product engineering.
  • Strong expertise with SDLC, Agile/Lean frameworks, DevOps, release management, and quality practices.
  • Demonstrated capability in budgeting, forecasting, vendor models, and capacity planning.
  • Ability to navigate large enterprises while leading modernization and operational transformation.

Preferred

  • Experience with global delivery or GCC/shared geography execution models.
  • Background in SaaS platforms, logistics tech, commerce, fintech, or insurtech environments.
  • Familiarity with compliance frameworks (SOC2, ISO27001, NIST) and architecture governance.
  • Excellent communication skills and ability to influence senior technical and business leaders.
